EASLEY DIVISION OF HIGHWAYS LYNDO TIPPETT GOVERNOR SECRETARY January 10, 2003 Bill Arrington, Field Representative Division of Coastal Management North Carolina Department of Environment and Natural Resources 151 — B Highway 24 Hestron Plaza Morehead City, North Carolina 28557 SUBJECT: Pipe replacement on River Rd (SR 1100) at The Cape, New Hanover County Dear Mr. Arrington: Please find enclosed a CAMA General Permit Application for a pipe extension on River Rd (SR 1100), 0.6 miles south of the intersection of Royal Fern Dr. in New Hanover County. The existing pipe is a 24" x 32- ft reinforced concrete pipe (RCP) and will be extended with 8 ft of 24" RCP on the east side of River Rd. The pipe serves as an equalizer pipe for wetlands associated with the Cape Fear River. Extension of this pipe is necessary due to inadequate shoulder, creating a potential safety concern. Due to the grade of the existing pipe, the pipe can only be set approximately 0.8 ft below normal bed elevation. In addition to the pipe extension, an area 30 ft long and 0-4 ft wide will be filled to rebuild the shoulder approach. The scope of the work will impact 0.001 acres of waters and wetlands associated with Cape Fear River. By copy of this letter we are also notifying the Army Corp of Engineers, Wilmington District Office of this project. If you have any question or concerns, please feel free to contact me at (910) 251-5724.
