Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Riverbend Subdivision
After speaking with Gary Hollar of Gary's Nursery, we have created a plan for the Sedimentation Control
of this project. Gary felt that the best type of shrubbery for this steep slope would be to use Blue Pacific
Juniper in combination with Wheat Straw and Rye (or Fescue) grass to use as a temporary filler. This
planting project will be done in 2 stages.
STAGE 1: Immediately after the project is completed, he suggested to plant 1 ft. of centipede along
the new vinyl wall. This type of grass roots quickly, is drought tolerant, and needs full sun. During this
stage, Decks N' Docks will place approximately 5 rows of silt screen along the length of bulkhead to
prevent erosion. The silt screen will be approximately Eft. apart. He also suggested to use a Wheat
Straw and Rye Grass mixture in between the silt screen to maybe get a jump start on some more root
systems. During this stage the grass will probably need a light fertilizer and will need to be watered daily
unless it rains. This stage will last until late August into early September.
Gary also said that Ajuga could be used as another temporary ground cover that will take root quickly
but, it can be costly as well as it needs at least a half of days shade.
STAGE 2: After most of the intense summer heat has passed, probably around September 15th or so,
he suggests to plant Blue Pacific Juniper. He felt that by waiting until this time to plant these shrubs,
they would have a better chance of survival. Blue Pacific Juniper is a deep rooting shrub, that is
somewhat drought tolerant, mostly carefree and durable, will spread quickly, and is full sun tolerant. He
suggests to plant these shrubs every 2ft. to aft. apart in length and stagger them along the landscape.
As these shrubs take root, they will overgrow the centipede and the rye grass and eventually eradicate
them. The Blue Pacific Juniper will need to be watered at least twice a week and will possibly need a
light fertilizing. Decks N' Docks has provided drawings of the landscape, approximately 400 Blue Pacific
Juniper will be needed to adequately cover this landscape. (The drawing provided is not to scale.)
Gary said that this project will not be easy, but with enough care and watering it can be done in a timely
manner and that he would be of assistance if need be.
