Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Ms. Smith:
This letter is in response to your February 20, 2004, correspondence regarding your concerns about
the proposal by Richard Marston, to construct a bulkhead on his property, adjacent to your property, at 6442
Quail Run Road, located in Wilmington, New Hanover County. Based on the information provided by the
applicant, the proposed bulkhead will not extend beyond Mr. Marston's property lines. It has been
determined that the proposed project complies with the Rules of the Coastal Resources Commission
(7H.1100), and as such, the Division has issued a CAMA General Permit for the proposed action. I have
enclosed a copy of the rules which govern the issuance of permits for piers, docks and boat houses.
If you wish to contest our decision to issue this permit, you must file for a contested case hearing
within twenty (20) days from the date the permit was issued (3/16/2004). I have enclosed the applicable forms
and instructions that must be filed prior to that deadline. Please contact me at [phone], if you have any
