SECRETARY This letter is requesting a general permit .1700 be issued for emergency shoulder/shoreline stabilization at the end of SR 1344 Barber Rd in Washington County for damage resulting from Hurricane Irene. The site is located 1.2 miles from SR 1302 at the dead end of SR 1344 and will be 35' in length.. The stabilization will occur on an eroded bank that has collapsed and washed out a portion of the road at the end of SR 1344. The Division of Coastal Management considers the project area to be within an AEC that requires authorization for the shoulder stabilization. Included with this request are the MP-1, MP-2 forms, location map, landowner notices, and permit drawings depicting the proposed work. WBS element # is DF13201.2094010. SECREIARY The NC Department of Transportation is proposing to stabilize the shoreline at the end of SR 1344 (Barber Rd) in Washington County. The shoreline at the end of the road has eroded and the roadway damaged as a result of Hurricane Irene and needs to be stabilized to prevent further erosion and unsafe driving conditions. The work will consist of approximately 35' of shoreline stabilization at the end of SR 1344 and is noted on the attached map. The stabilization consists of using rip -rap to be placed at the waters edge and backfilled with shoulder material and the roadway being repaired. The rip -rap will be placed by means of excavator and a backhoe. The Division of Coastal Management (DCM) considers this to be an Area of Environmental Concern and under their regulations. Therefore, it is provided protection under state law. For this reason the NCDOT will apply for a permit from the DCM to perform the described work. Part of the permit process is notifying the adjacent landowners of the proposed work. A map depicting the project area, along with a design plat and the permit application is included with this letter. Division Engineer, Division One Clay Willis Environmental Officer, Division One ADJACENT RIPARIAN LANDOWNER STATEMENT (Washington County: Shoreline Stabilization on SR 1344 Barber Rd) General Statute 113-229 requires that riparian landowners with property adjoining a proposed development in an Area of Environmental Concern (AEC) be given ten (10) days in which to comment on the proposed development. This form allows the adjacent riparian landowner to express either: (1) that he objects to the project; or (2) that he does not object and desires to waive his/her right to the 10-day period so that the processing of the application can progress more rapidly. Of course, the adjacent riparian landowner need not sign this form at all if he/she so chooses.
