This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The

This letter is requesting a general permit .1100 be issued for 55' of
shoulder/shoreline stabilization along SR 1457 Rainbow Rd in Perquimans County. The
stabilization will occur on an eroded bank that has collapsed along SR 1203 causing the
shoulder of the road and substructure to become unstable. The Division of Coastal
Management considers the project area to be within an AEC that requires authorization
for the shoulder stabilization. Included with this request are the MP-1, MP-2 forms,
location map, landowner notices, and permit drawings depicting the proposed work.

The NC Department of Transportation is proposing to stabilize approximately 55'
of shoreline along the south end of SR 1457 (Rainbow Rd) in Perquimans County. The
shoulder of the road is eroding away and needs to be stabilized to prevent further erosion
and unsafe driving conditions. The location of the work will be 0.05 miles south of SR
1449, the south end of SR 1457.
The Division of Coastal Management (DCM) considers the project area to be in
an "Area of Environmental Concern" Therefore, it is provided protection under state law.
For this reason the NCDOT will apply for a permit from the DCM to perform the
described work. Part of the permit process is notifying the adjacent landowners of the
proposed work. A map depicting the project area, along with a design plat and a copy of
the permit application is included with this letter. If you have any questions concerning
the proposed work you can contact Clay Willis at 252-482-7977.

General Statute 113-229 requires that riparian landowners with property adjoining a MAR 17 2011
proposed development in an Area of Environmental Concern (AEC) be given ten (10)
days in which to comment on the proposed development. This form allows the adjacent-MHDcrry
riparian landowner to express either: (1) that he objects to the project; or (2) that he does
not object and desires to waive his/her right to the 10-day period so that the processing of
the application can progress more rapidly. Of course, the adjacent riparian landowner
need not sign this form at all if he/she so chooses. No response within 10 days
following receipt of this letter and form will be construed to mean the adjacent
riparian landowner has no objections.
