Purdue Gene Conti GOVERNOR SECRETARY July 5, 2010 Stephen Lane NC Division of Coastal Management 400 Commerce Ave. Morehead City, NC 28557 Dear Mr. Lane, The NCDOT request the issuance of a General Permit .2300 for bridge replacement # 44 on SR 1147 (Sandy Point Rd) over Allison Creek in Hyde County. The bridge is located on SR 1147 approximately 0.78 miles from the intersection of SR 1146. The bridge spans Allison Creek, which is a tributary to the Pungo River. Allison Creek is classified by DWQ as class "SA, HQW, NSW" waters and also designated as Primary Nursery Area. The current bridge is a 30 ft. long X 15 ft. wide one lane bridge comprised of a wooden deck, rails, support piles and bents. This bridge will be completely removed following NCDOT guidelines for bridge demolition found in the NCDOT BMP manual for construction and maintenance activities. The new structure will be comprised of precast concrete piles, support bents and bridge deck. This structure has been designed at 55 ft. and widened to 21 ft. The additional length improves hydrologic conveyance along Allison Creek and the additional width will allow for two travel lanes, meeting current design standards and improving safety. Minor roadway approach widening will be conducted to safely transition the road surface into the new bridge width. The minor widening will result in 704.46 sq. ft. (0.016 acres) of coastal wetland impacts and 731.5 sq. ft (0.017 acres) of surface water impacts. This road will be temporarily closed during the replacement of the bridge structure. Coordination with affected landowners has taken place. There currently are no permanent residents living beyond the bridge. The permit can be charged to WBS# IC.048059. SR 1147 is the only access road to land beyond Allison Creek. c. The bridge will be replaced using top down construction techniques utilizing precast concrete structures (pi les,caps,deck). The new bridge will be replaced on its existing alignment, with additional width to allow for two way traffic. The current bridge is single lane. The bridge will be constructed using a crane, excavator, dumptrucks, pavers and various other types of equipment. d. List all development activities you propose. The existing single lane 30' long x 15.5' wide wooden bridge will be entirely removed using NCDOT guidelines for bridge removal. The new bridge will increase the horizontal floodway by extention to a 55' long x 21' wide bridge. The new bridge will consist of 1 concrete span supported by concrete end bents and girders. This bridge will be replaced on the existing alignment, causing a temporary road closure. Traffic will not be able to be detoured. SR 1147 is the only road accessing property beyond the bridge. There currently are no year around residents living in the area beyond the bridge. All landowners have been notified of the bridge replacement and road closure. Hyde county government has also been notified of the closure. The approximate time of road closure will be around 45 days. Road work associated with the bridge replacement has been minimized and designed to make bridge approaches safe. Wetland and surface water impacts associated with the bridge replacement have been avoided and minimized to the maximum extent practicable. The resulting impacts are 731.50 s . feet of surface water impact and 704.46 s . feet of wetland impact. e. Are the proposed activities maintenance of an existing project, new work, or both? Removal of the fill will help to restore the flows in the area during normal periods. These flows and improved water quality are critical for fishes. Since this area is an important PNA and there is dense SAV in the area, the NCDMF will also request that all in water work be performed outside of the April 1 to September 30 moratorium. Working outside of this period will minimize and avoid impacts of elevated turbidity levels that will have adverse impacts to resident are larval fishes. If you have any more questions let me know.
