(Signature) Z3 ZO i Z (Date) 23 July 2012 RECEIVED JUL 2 6 2012 Mr. Stephen Lane DCNN'- `zn3CITY NC DNER DCM Morehead City District 400 Commerce Avenue Morehead City, N.C. 28557 Dear Mr. Lane: In my capacity as a riparian landowner and President of the Summer Corporation I object to several things in the proposed road/culvert project on county road # 1319 in Beaufort County, also known as the Summer Haven Road. I object to lengthening the drain pipe from 40' to SO'. The applicant did not demonstrate or explain a need for this lengthening of the pipe. As planned there will be not one but two pipes of a larger diameter extending an additional five feet on both sides of the road. This will cause aesthetic /visual problems in a nice residential neighborhood. I believe that the pipes would serve adequately for drainage if 40' , as they presently are, rather than 50'. I also object to the rip rap proposed to be added to both sides of the road. Again the applicant did not demonstrate a need for this rip rap. There have been no erosion problems along the intersection of the road and the creek for many, many years. The creek is narrow, shallow and well protected from wind driven waves. If applicant sees the need for erosion control at these points of the pipe then other means such as soding are available. Not only is rip rap a waste of taxpayer monies but also it will create an aesthetic/visual problem in a nice residential neighborhood. Under section 4, "Site description", point "O", "Describe existing drinking water supply sources", the applicant has N/A. I am sure that the county water supply line lies parallel to and West of the Summer Haven Road. This is an area in which excavation will take place. I am sure that the applicant needs to be aware of the location of this drinking water supply pipe. Thank you for informing me as a riparian landowner, and likewise the Summer Corporation, of the proposed road/culvert work and allowing us to comment on the proposed project. Sincerely, Richard McPhail Leach, 272 Summer Haven Lane, Washington, N.C. 27889
