Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistentwith the North Carolina Coastal Management Program.

The NCDOT request the issuance of a General Permit .2300 for the replacement of Low
Impact Bridge Project # 41 in Camden County. Bridge # 41 is located on SR 1148, approximately 0.071
miles east of the intersection with NC 343. This bridge crosses over Portohonk Creek, classified by DWQ
as class "C-SW". Portohonk Creek is a tributary of the Pasquotank River. This water body is not considered
an anadromous fish spawning water by the NC Wildlife Resource Commission or the NC Division of
Marine Fisheries. Bridge # 41 has a substructure consisting of 1 interior wood bent and support piles. The
deck is comprised of wood timbers and girders, with a wood barrier rail. The bridge span structure
measures 31 ft. long X 20 ft. wide. The proposed replacement bridge is a 55 ft. long X 28 ft. wide. The new
structure will be a single span precast concrete deck supported by two end bents of concrete bent and pile.
This bridge will be replaced on its existing alignment, as shown in the provided pen -nit drawings. The
bridge crossing will be closed to traffic during the bridge replacement. An off -site detour will be established
during the period of this road closure.
Impacts to jurisdictional wetlands and surface waters have been avoided and minimized. The
resulting impacts include 0.02 acres of surface water impacts (mostly ditch fill on NE corner), 0.004 acres
of pennanent wetland fill, 0.002 acres of permanent hand clearing (long tern bridge maintenance), and
0.002 acres of temporary hand clearing for construction/erosion control devices. The impact listed at site 3
& 4 regarding excavation in wetland, is to accommodate for drainage. These areas will likely still function
as wetlands. These impacts are detailed on the provided pen -nit drawings. Due to the lengthening of the
bridge, NCDOT will be able to restore approximately 0.022 acres of riverine floodplain adjacent to
Portohonk Creek.
This bridge is following the Low Impact Bridge Process established by FH WA, NCDOT and
Regulatory Agencies. Included with this letter are the location map, permit drawings, and Low Impact Data
