SECRETARY SUBJECT: Application for CAMA General Permit .l 100 for Bulkhead Installation at the Outlet of a Culvert conveying Scales Creek along NC 24 approximately 0.33 miles west of SR 1308 Bell Fork Road Jacksonville, Onslow County, WBS # 313.106711 Dear Mr. Lane: The North Carolina Department of Transportation (NCDOT) is requesting issuance of CAMA General Permit .1100 to install a bulkhead at the outlet end of a culvert conveying Scales Creek under NC 24 at the subject location. Scales Creek is classified as SC HQW NSW and is also classified as Primary Nursery Area by the NC Division of Marine Fisheries at this location. Severe erosion has occurred on the fill slope of NC 24 in this location and needs to be repaired. It is believed that the fill slope erosion is due to the combination of scour effects resultant at the outlet of the pipe combined with the erosive force of the overland stormwater flow from NC 24 down the fill slope to Scales Creek. The proposed bulkhead would prevent further scour in this area and would also provide the foundation to properly repair and stabilize the fill slope to help ensure the stability of NC 24 for the safety and mobility of the traveling public. Please find enclosed the following: 1) CAMA Permit application forms MP -I and MP-2 2) Letter addressed to the adjacent riparian property owner; only one letter was sent to the US Marine Corps Base Camp Lejeune as it is the only adjacent riparian property owner in the vicinity of this project. 3) Certified mail receipts from the mailing to the adjacent riparian property owner 4) Aerial Photo Map and USGS Map 5) Two permit drawings, one showing a Plan View and one showing a Profile View Additionally, NCDOT by copy of this package is making application to the US Army Corps of Engineers and the NC Division of Water Quality for the appropriate 404 and 401 permits for this project. Roadway drainage flows down the fill slope and into Scales Creek. Upstream water flows through existing box culvert which conveys Scales Creek. 5. Activities and Impacts a. Give a brief description of purpose, use, and daily operations of the project when complete. The fill slope of NC 24 in this location is badly eroded. This is thought to be due to a combination of the existing scour hole on the outlet end of the box culvert conveying Scales Creek combined with the overland flow from the paved road to Scales Creek down the fill slope. The proposed bulkhead project should eliminate the effects of the scour hole on the slope by serving as a physical barrier as well as provide a solid foundation for rebuilding and stabilizing the fill slope. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. A turbidity curtain will be installed to encapsulate the area of the bulkhead installation while allowing the main flow of Scales Creek to continue around the turbidity curtain unimpeded; this is easily facilitated in this specific situation. Guardrail sections will be removed and an excavator will be driven down the existing fill slope. An upland area about one third to one half the way up the fill slope from the bottom of the fill slope will be leveled and a mat will be placed on level ground on which the excavator will sit. The removed soil will be placed on highground for use in backfilling operations. The excavator will drive sheet pile into the ground at the designated location. This sheet pile will be the permanent bulkhead. The excavator will continue to level out upland areas along the road fill section as needed in order to move along and complete the length of the bulkhead. Upon completing the sheetpile bulkhead installation, the degraded eroded fill slope and disturbed area resultant from the excavator operations will be filled with soil and graded to obtain a smooth flatter slope. Silt fence and any necessary silt fence outlet measures such as wattles will be installed in upland areas near the base of the new fill and disturbed area in order to provide the necessary temporary erosion and sedimentation control to prevent discharge to Scales Creek. The disturbed area will then either be seeded and mulched or sodded to obtain vegetative stabilization. The silt fence and wattles will be removed upon satisfactory vegetative stabilization. The guard rail sections will be replaced at the appropriate times to maintain safety of the traveling public. In addition to the aforementioned excavator, dump trucks will be utilized to bring soil fill to the job site. d. List all development activities you propose. NCDOT proposed to install a sheetpile bulkhead, backfill the area with soil, install temporary erosion and sedimentation control measures, and seed and mulch or sod the disturbed areas as also described in the answer to 5c above. e. After the sheet pile is installed and the area is backfilled, silt fence and silt fence outlet wattles will be installed near the toe of the fill to help prevent sediment and/or turbidity entering Scales Creek. SECRETARY The NC Department of Transportation (NCDOT) proposes to install a bulkhead at the outlet of a culvert on the south side of NC 24 approximately 0.33 miles west of SR 1308 Bell Fork Road in Jacksonville in Onslow County. This work is necessary as there is severe erosion that has occurred on the road fill of NC 24 at this location. The proposed bulkhead improvements should restore the area and prevent further erosion to help ensure the safety and mobility of the traveling public on NC 24. NCDOT is applying for permits to perform the proposed work. You are being notified of this proposal because of Coastal Area Management Act requirements to notify adjacent riparian property owners of proposed development.
