MORRIS DIRECTOR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES April 5, 2000 Mr. Scott Jones Division of Coastal Management 151-B Hwy. 24, Hestron Plaza II Morehead City, NC 28557 DIVISION OF WATER RESOURCES Subject: Transmittal of CAMA General Permit Application Intracoastal Waterway Shoreline Erosion Mitigation Hobucken, Pamlico County Dear Mr. Jones: As we have discussed on the phone, DWR wishes to apply for a CAMA General Permit for emplacement of riprap along the Intracoastal Waterway (ICW) to mitigate shoreline erosion that is threatening DWR's Hobucken monitoring well nest in Pamlico County. Please find enclosed the following materials supporting our application request: • Project specifications and technical drawings: Mr. Ed Floyd, P.E., a consulting engineer hired for this project by DWR, designed the project specifications and prepared these materials. Mr. Floyd has over 40 years experience in engineering, during several of which he served as the head of the State Construction Office. Mr. Floyd's riprap emplacement design involves sloping the existing shoreline and placing riprap along this surface so that no riprap is placed more than five feet waterward from the existing high water mark. Any excess soil will be disposed of at the US Army Corps of Engineers dredging disposal site located south of the Hobucken site. DWR sent project descriptions to both, along with a cover letter indicating DWR's intent to apply for a CAMA permit for this project. DWR informed both Weyerhaeuser and the USCG that they had 30 days from receipt to provide the Division of Coastal Management with comments regarding this project. • Copy of the deed for the referenced site: The deed shows that the State of North Carolina owns the property. The NC Wildlife Resources Commission controls the property as part of the Goose Creek Game Land. • Copy of a letter from NCWRC granting consent to DWR to complete the project. • Copy of funds transfer form. When DWR requested a check for $50.00 for the permit application fee, DENR administration informed us that we HAD to perform a funds transfer and would not issue a check. As shown by this form, we had $50.00 transferred to DCM to cover the permit application fee. DWR understands that Tideland EMC has contacted you regarding repair work they wish to perform on two underground cables located at the referenced site. DWR understands that you have granted Tideland EMC permission to perform this repair work in conjunction with our project and under the CAMA general permit for which we are applying. Owen Section Eager Division of Wildlife Management Telephone 919 733 7291 CF: Earl Gillis 0 TECHNICAL SPECIFICATIONS SECTION 01010 - SUMMAR Y OF WORK 1.1 General A. The project consists of repairing an approximately 160-foot section of the west bank of the Intracoastal Waterway where wave action has eroded more than 25 feet into a monitoring -well site owned by the N.C. Department of Environment and Natural Resources. B. Contract documents for this project were prepared by Edwin O. Floyd, P.E. for the North Carolina Department of Environment and Natural Resources in cooperation with the U.S. Army Corps of Engineers. C. Item 1 of the work consists of placing a double row of Select Class 2 Riprap (20- inch or larger) along the perimeter of the work area at five feet from the toe of the existing bluff as shown on DWG-3 and DWG-4. Approximate length of the two rows of 20-inch Riprap is 160 feet, and approximately 35 tons of Select Class 2 Riprap will be required. D. Item 2 consists of grading down the bluff on a slope not steeper than 3:1 (18 'V2 ° from horizontal) from five feet out from the toe to back about 15 feet or until the existing grade is met. Side slopes may be left in their existing grade but covered with Class I Riprap as shown on DWG's 3 and 4. The graded area from the line of Select Class 2 Riprap for a width of 12 feet shall be covered with engineering fabric such as "Bidim" by Monsanto or "Petromat" by Phillips Petroleum Co. or equal by any other manufacturer. The lower one-half of the graded area shall be covered by a layer of Class 2 Riprap. The upper one-half shall be covered by two layers of Class 1 Riprap, see DWG-4. The area of Riprap not underlain by engineering fabric shall be covered with four -inches of topsoil, seeded, fertilized and mulched. It is the intent that grass be cultivated within the openings between the stones. E. Item 3 of the work consists of a general clean-up of the project site and access driveway. If the U.S. Army Corps of Engineers' Spoils Disposal Pit is used to dispose of excess soil from grading, the disposed soil from the project shall be spread or graded to slopes of 2:1 or flatter. In the event that the USACOE disposal pit cannot be used for this protect. the Contractor must arrange for legal off -site disposal of the excess soil. The Contractor will be reimbursed for extra costs incurred plus 20% for overhead an l profit. Tne reimt)ursement will be added to the contract amount by a ChanLT Order. 01010 F. Contractors should submit a lump -sum bid for Items 1 through 3. G. Use of Site: Limit use of access to site and spoils pit to routes and areas indicated at the Pre -bid and pre -construction conferences. Do not disturb portions of the site beyond the indicated areas. Contractor shall be responsible for security of the site, materials and equipment at all times during the term of the project. Contractor shall also provide all safety measures as required by OSHA including barriers and warning signs to prevent unauthorized persons from trespassing on the site. H. Insurance: The Contractor shall maintain property insurance during the life of this contract, upon the entire work at the site to the full insurable value thereof. The insurance shall include the interests of the owner, the USACOE and any subcontractors involved with the project. The policy shall include insurance against vandalism and malicious mischief and shall include a clause for extended coverage. Any deductible, if applicable to loss covered by the insurance provided, shall be borne by the Contractor. The insurance coverage required is described in Article 34 of the "Instructions to Bidders and General Conditions of the Contract" as included in these specifications. (See Table of Contents.) At the Contract I'VIanager's direction, the Contractor shall perform incidental, additional, collateral or correlated work as authorized by written directive. A pre -construction meeting of all contract personnel associated with this project will be required to review the scope of work, schedules, site conditions and general procedures. The meeting will be held on site at a date and time to be selected after the contract is awarded. END OF SECTION 01010 SECTION 01300 - SUBMITTALS General The Contractor shall submit his detailed plan to accomplish each feature of work to the Contract Manager for approval prior to performing any onsite work. The Contractor shall allow seven (7) calendar days for review and the Contract Manager's issuance of approval. END OF SECTION 01300 0 ?'�' SECTION 02100 - SITE CONDITIONS The site is situated on the west bank of the Intracoastal Waterway and about 1.7 miles northwest of the town of Hobucken as shown on DWG-1. It is a flat grassy area, easily approachable by vehicle and is occasionally used by local fishermen. The part of the site to be repaired consists of a four to five-foot bluff of sand and marl resting on a peat bed. It contains some stumps and roots of trees in the water's edge that stood before they were undermined by erosion. See DWG-2 and Photograph Panels 1 and 2. The site is now used as a monitor -well station by the Ground Water Section of the North Carolina Department of Environment and Natural Resources, Water Resources Division. It contains four monitor wells, and a buried electric cable (inactive), and it is essential that they be protected from damage by working equipment and vehicles. The Corps of Engineers dredge -spoils containment area that will be used as a disposal pit for this project is located about 1500 feet south of the site and is accessible off NC Hwy. 33, a haul distance of approximately one-half mile. The location of the spoils pit is shown on DWG-1. END OF SECTION 02100 O'_100- SECTION 02200 - EARTHWORK The Contractor shall perform the following work: A. Using Select Class 2 Riprap (stone size 20 inches or larger), construct a double row barrier at five feet from the toe of the bluff, as shown on DWG-3. and 4. B. Install Engineering fabric as shown on DWG-4. Engineering fabric shall be polymer material such as "Bidim" by Monsanto or "Petromat" by Phillips Petroleum Company. Other brands of fabric of equal quality and material will be acceptable. C. Slope the area between the double row of Select Class 2 Riprap on a gradient of 1:3 to the existing grade. D. Fill, grade and seed the ditch at the south end of the site. E. Install Class 1 and 2 Riprap over the entire backfilled area and as shown on DWG--' . F. Remove and dispose the leaning tree near the south end of the project area. Remove any stumps that interfere with placement of the double row of select Class 2 Riprap. G. As shown of DWG-3 and 4, cover a portion of the installed riprap with at least 4 inches of topsoil. Then seed with 12 lb. Fescue and winter rye grass; fertilize the seeded area with 10 lbs. 8-8-8; mulch the seeded area with 6 bales wheat straw or pine needles. H. The Contractor shall perform a general clean-up of the site, removing all trash, backfilling and seeding ruts. This requirement also applies the dredge spoils disposal pit where ruts must be filled and the walls of the excavation pit must be graded to a slope not steeper than 1:2 (26 1/2° from horizontal). Burning waste materials on site is not permitted. J. The Contractor shall notify the Contract Manager when work is completed so that a Final Inspection may be scheduled. The Contract Manager. We have an underwater power cable crossing adjacent to their test wells. We need to wash down our cables just prior to their work to insure they are not damaged during this construction. We are also going to contribute $10,000 towards the cost of the stabilization effort with Stephen. The Wildlife Resources Commission and the NC Dept. of Administration granted our easement in 1977 and the only owner is the state as Goose Creek Game Lands. Stephen's drawings show a ditch just southeast of his test wells. This is where our cables were buried and has washed out quicker than the adjoining shore. As per our phone conversation, our work will be done coincident to and under the scope of the General Permit to be obtained by Water Quality.
