and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Caroiina certifies that this project
is consistent with the North Carolina Coastal Management Program.

SECRETARY ,� - This correspondence is in reference to your objection to a proposed bulkhead
project by Mr. Charles Manning, an adjacent riparian property owner of yours.
The proposed project site is located at 1510 and 1512 Emerald Drive, adjacent to
Bogue Sound, in the Town of Emerald Isle, Carteret County. The project involves
DONNA D. MOFFITT the reconstruction of a bulkhead at the location of the previously existing bulkhead
DIRECTOR
which was destroyed by the hurricanes of 1999. Based upon your objection, the
applicant has agreed to angle the return wall adjacent to your property wall such
that any scouring as a result of wave refraction should be minimized.
The North Carolina Division of Coastal Management has given your objections
careful consideration and has determined that the project is consistent with the
pertinent regulations of the Division. Therefore, the Division issued CAMA
General Permit #24435-C to Mr. Manning on January 24, 2000 for the
construction of 150' of bulkhead.
If you wish to appeal this permit decision, you may file a request with the Director
of the Division of Coastal Management, Department of Environment and Natural
Resources within 20 days of the permit decision. If you have any questions
