and attached general and specific conditions. Any violation of these terms applicant's signature
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of- permit officer's signature
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local / issuing date expiration date
land use plan and all local ordinances, and 2) a written statement has l /

This correspondence is in reference to your 15 May 2000 letter in which you, as
one of the adjacent property owners, objected to Mr. Justin Keith proposal to construct
a 325 foot long bulkhead onsite his property located on SR 1764 adjacent to Neds Creek
at Windtide in Beaufort County, North Carolina.
The Division of Coastal Management has given your objection careful
consideration and has determined that the project as proposed is consistent with the
appropriate rules and regulations of the Division. Consequently, the Division issued
General Permit No.25004B on 30 May 2000 to Mr. Justin Keith for the proposed
construction of 3 25 foot long bulkhead. See attached.
If you wish to appeal this permit decision, you may file a request with the Director
of the Division of Coastal Management, Department of Environment and Natural
Resources within 20 days of the permit decision. If you have any questions regarding this
matter, please don't hesitate to contact me in the Washington Regional Office at 252-946-
