Any violation of these terms may subject the permittee to a fine, imprisonment or civil action; and may cause the permit to be- come null and void. This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The applicant certifies by signing this permit that 1) this pro- ject is consistent with the local land use plan and all local ordinances, and 2) a written statement has been obtained from adjacent riparian landowners certifying that they have no objections to the proposed work. In issuing this permit the State of North Carolina certifies that this project is consistent with the North Carolina Coastal Management Program. Box 3272 1 199I Kill Devil Hills, NC 27948 °pqs 4L Re : Crawford and Tharrington CAMA Major Permit App Dear Mr Seawell : This letter is in regard to the subject draft CAMA Major Permit Application which we received on November 19`',1997. I have begun the initial review of this application: however, until I receive the following additional information, clarifications and plat work indicated below, this application will be considered incomplete and placed on hold status. [ 1 ] A document or letter authorizing you or your firm to act as the property owners' agent. [2] A deed for both property owners must be submitted. The application packet we received did not have a deed for the Tharrington property. [3] A waiver statement will be required for any proposed work which will be both waterward of the normal water level (NWL) and within 15 A. adjacent riparian setback line. The proposed pier structure appears to be within 15 ft. of the "Rooker" property line. [4] A cross section is required for each fill or excavation area. [5] The DCM application sheet answers should be consistent with the associated plat work. MP-2, item 3b indicates a proposed bulkhead length of 50 ft. Does the plat work indicate the same length ? The plat work appears to indicate a 100 ft. or 150 ft ? ?? [6] Will the bulkhead be replaced on Lot #3 ? Is this bulkhead failing or are the applicants attempting to connect bulkheads and straighten the alignment ? Or both ? [7] All plat work or figures should be titled, dated and signed by the applicants. [8] On DCM -MP-2 Item 4b, you indicate that no wetlands will be filled. During my site visit with Mr. Crawford this last spring, I recall some coastal wetland vegetation present. Although the total square footage is small (less than 500 sf.), unless it has since disappeared, you should indicate its presence on both your plat work and your application.
