This correspondence is in reference to your letter of July 6, 1997 whereby you stated
objections to a proposed pier project by your adjacent riparian property owner, Mr. Russell
Ledbetter. The property is located at 226 Bayview Blvd., adjacent a channel off Bogue Sound,
in Atlantic Beach, North Carolina. The 5'-wide pier would be set back 15' from each adjacent
property and would measure 90' in length. No mooring pilings, boat lifts, or platforms were
proposed.
The North Carolina Division of Coastal Management has given your objections careful
consideration and has determined that the project is consistent with the appropriate rules and
regulations of the Division. Consequently, the Division issued a general permit on November 3,
1997 to Mr. Ledbetter for the proposed pier.
If you wish to appeal this permit decision, you may file a request with the Director of the
Division of Coastal Management, Department of Environment and Natural Resources within 20
days of the permit decision. If you have any questions regarding this matter, please don't hesitate

To Whom It May Concern:
In reference to your letter concerning the construction of a pier on the adjoining
lot to mine, I am very opposed to this proposal. As this is a congested residential
area at present, added parking on this small strip of land will only add to the problem.
The boat traffic on this side of the sound is already heavy and will worsen with an
additional pier added, making it more difficult to dock and undock boats especially
as this is a turning point in the sound.
I am also concerned that the general public will use this pier as there will be no
resident there to supervise the entrance to the pier. When the owner is
not present at the pier, there will be trespassers on the pier. I know this from the
experience I have had on my pier --even with my house on the lot.
I would appreciate your favorable consideration in this matter.
