ANNUAL MEETING MINUTES In attendance: SEp 2 3 1998 Margaret Arndt Slip #7 Joe and Virginia Croce Slip #8 Ed and Lee Duer Slip #2 Steve Duncan Slip 46 John and Janie Haskins, Jr. Slip #3 Robert and Grace Lamberson Slip # 10 Don and Phyllis Lane Slip #4 Bob Lamberson called the meeting to order. Bob L. moved that we discontinue the checking account with First Citizens Bank. (due to the small size of our account; the fees were too high at $ 48.00 per year. )The move was seconded and the motion was carried 4 to 3. It was agreed that Robert L. would keep the account privately. It was agreed that the $50.00 per year assessment was adequate. Don Lane moved that we keep the assessment at $50.00 for 1999. Ed Duer seconded . The motion was carried 7-0. Assessments shall be due by June 1 ,1998. Make checks payable to H.L.B.O.A. Send checks to Robert Lamberson. Some boards on the pier deck need to be replaced. Ed Duer made motion to establish a committee in charge of completing the maintenance operation. Joe C. seconded. It was decided within the motion that Ed would head up the committee and Joe would assist along with Margaret A. volunteering Bill. The motion was carried 7-0. Ed D, and John H. requested consideration for adding a piling at their expense to be located between their slips and in line with the finger piers. After much discussion it was formulated as a motion by John H. but with the modification that any two adjacent slips could do the same as long as the pilings were driven in at equal size to the existing pilings and that they'll be in line with the ends of the finger piers. Ed D. seconded. The motion was carried 7-0 Note: Permits will be needed each time pilings are added. Dinghy davits were discussed in an effort to define what would be acceptable. Lee moved that we define area restriction on the back edge of the walkway within the limits of each slip width for dock boxes and davits. Steve D. seconded. Motion carried 7-0. Discussion continued and we established the following restrictions: Slip owner will be responsible for removing any of his appurtenances when deck maintenance is scheduled for the section adjacent to his slip. If any additions are to be made their design is subject to approval by the board. Must maintain a 4.5 ft. walkway. Limit on dock box size of: 6ft.L x 27 inches D x 28 inches H. Any wood construction to be kept natural using treated lumber. Store bought to be white. Variations need board approval. All appurtenances to be on the back edge of walk way. Fish Cleaning Station Steve D. moved that a study be done as to where a fish cleaning station could be constructed on the pier and that a design be submitted to the membership for approval. The idea was to build such a unit for use by all, but the cost was to be born by the owners who actively fish. The motion was seconded The motion was carried 7-0 Fish station would have "Usage Rules" Unit will be cantilevered out over water. Is a sink really needed ? Committee set up for study: Steve D. (Ch.) John H. Robert L. Robert L. asked if there was any other business. Margaret A. asked if there would ever be a possibility of allowing slip owners to rent out their slip to individuals not living in Horton's landing. The attending members all agreed that eventuality would never occur as it would change the legal status of the association. With no other new business Robert L. moved to close the meeting. Joe C. seconded. The motion carried 7-0. The meeting was closed. Prior to the beginning of the meeting Don Lane submitted the completed tax forms for 1997 to Robert L.
