Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Miss Barrett,
The existing dock is [48] feet long. Hurricane Isabel destroyed the dock to the point that
it can not be used. It has been requested to me to extend the dock out to the end of the
wood bulkhead, which would be an additional [ 16] feet, or [64] feet over all.
The water depth in the cut is only [ 1 ] foot deep on NLW. Approximately [20] feet
out in the river from the end of the bulkhead it is [2] to 2.5] feet deep. I am requesting to
excavate the cut beside the dock to at least [2.5] feet deep so the barge that is used to
transport the casket and flowers can be tied along the dock.
The tides in the river are totally controlled by the wind direction. We had a
funeral two weeks ago at Lukens. The water was so shallow the casket had to be carried
through the Open Grounds Farm to Lukens. The farm owners said they would make an
exception this time, but it could not be done this way every time.
During Hurricane Isabel the water washed over the rock bulkhead. We would like
to place the spoil behind the rocks to replace the material that was washed away during
the hurricane. Some of the graves are now within [6] feet of the washed out area and may
be in jeopardy in the event of another severe storm like Isabel.
I will be glad to transport you or any of your associates over to Lukens by boat
anytime you would like.
This project is very important to the citizens of the South River community. These
citizens and the County of Carteret will be grateful for your suggestions and assistance in
this matter.
