This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.

This permit must be on the project site and accessible to the permit officer's signature
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local issuing date expiration date
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work. attachments
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal application fee
Management Program.

I own the property upstream from the Stella Bridge on the Carteret County
side of the White Oak river. Except for 2.5 acres owned by Ed Grafton, the
water front for the next 2 miles has been in my family for over 150 years.
All of the water front is salt marsh and is designated as a Primary Nursery
area by the Fish and Game Division.
This is a very fragile area and will definately never be developed commercially.
Mr. Grafton has purchased 2.5 acres between my property and the Stella bridge.
He has plans to develop this property into commercial marina. From the attached
plans, you can see that he plans to extend 3 piers 70 feet into this relatively
narrow river. This will greatly impede navigation as well as create a danger
to boat traffic in the area.
I am opposed to commercial development in this environmental sensitive area.
I have talked to most permanent residents who share my concerns.
Please inform me of all plans for commercial development in this area as well
as any public hearings on this matter.
