ject is consistent with the local land use plan and all local

I wish to request an extention of our Minor CAMA

Isle.
Because of Tom's death, I will not be able to complete
this residence before our present permit expires, but I
have contacted Woody Warren at Bluewater and expect to
complete the project in the next six or seven months.
There has been no change in ownership and no changes
in the plans since the original permit was issued. Also,
this project will be in compliance with all the conditions
of the current permit.

*This Operation Permit shall be valid as long as the sanitary sewage is in compliance with Article Ii of G.S. Chapter 130A Laws and Rules
for Sewage Treatment and Disposal Systems 915 NCAC 18A.1900) of all conditions of this permit, including the items specified below.
1. The sewage collection, treatment, and disposal system shall be operated and maintained at all times to prevent public health
hazards, to prevent seepage or discharge of sewage or effluent to the surface of the ground or surface waters and to prevent
the direct discharge of effluent to the ground water.
2. If a grease trap is installed, it shall be inspected a minimum of 2 to 4 weeks and pumped as needed, with records of maintenance
and cleaning kept by the owner. The grease trap will be required to be pumped and cleaned more frequently during
peak season or periods of high use.
3. This permit does not constitute a warranty and does not negate or supersede any zoning restriction or restricted covenants in
the chain of title. It is the responsibility of the permittee to determine whether or not such restrictions apply.
4. This permit is transferable and is valid only with respect to the facilities described herein and the specified design flow.
Prior to any expansions or revisions, a revised permit shall be obtained from the Carteret County Health Department.
5. Septic tank sludge accumulation shall be evaluated every three (3) years and pumped when sludge level is found to be
12" or greater in depth.
6. No construction of buildings, parking, paving or driveways shall be allowed over system or repair area.
7. Water wells should not ccrstr!^ted wi.'_hcut site location approval from the Carteret County Health Department.
8. In event system fails, repairs must be permitted and installed withing thirty (30) days.
9. Provide positive surface drainage over drainfield area, seed with perennial grass to prevent erosion, and keep area mowed.
Divert water from roof gutters, driveway and other paved or hard surfaced areas away from drainfreld area.
10. All ditches, swales, subsurface drainage, and outlets pertinent to the proper functioning of the septic system shall be
maintained as required as long as the system is in use.
11. Garbage grinders are not recommended when a home is served by sub -surface sewage disposal. If a garbage grinder is used then
it is recommended that the septic tank he pumped out annually to prevent the excessive accumulation of sludge.
12. Discharge from water softeners shall not be allowed into the system.
13. All other requirements of Section .1900 NCAC.

Dear Mr. Colley:
An evaluation has been made of Lot 14, Pelican Point Subdivision
for the purpose of determining its suitability to serve as an
off -site wastewater treatment and disposal area for the adjacent
lot located on the point.
The evaluation was made according to Laws and Rules for Sewage
Treatment and Disposal Systems, Section .1900 of the North
Carolina Administrative Code.
The off -site location is provisionally suitable in a designated
area on Lot 14 if an easement is provided as indicated on the at-
tached sheet.
Before proceeding with the required easement, it is recommended
that an engineer and/or building contractor be consulted about
getting gravity flow from the house to the proposed septic tank
and drainfield. The proposed drainfield elevation will not be
modified by grading to reduce elevation. During previous visits
to the site it was determined that locating a septic tank and
pump tank near the proposed house was limited by the following
factors: minimum fifty (50') feet from marsh, minimum ten (101)
feet from property lines, minimum five (51) feet from any build-
ing foundation, cannot be located in a designated wetland, cannot
be located under a driveway unless tanks are load bearing tanks.

Per our conversation of this morning, following is a portion of Pelican
Point S/D, approved in August 1986.
As you can see there is a 20' easement, running east to west on the south
portion of the lot. Dr. Canipe purchased this property knowing there was an ease-
ment; however, he did not realize this property to the east would be proposed for
development including a driveway for vehicular traffic to be considered.
The property to the east (formerly Ravenscroft School/RS Corp. property)
was purchased in 1992 by Mr/Mrs. Colley who also own and have a residence on lot
14. From what information I gathered from Mr. Colley he has applied and received
septic tank approval for the property; however, the septic tank and drainfield
is to be placed on lot 14.
Dr. Canipe's main concern is whether he must allow a drive to be cut the
entire length of the property for vehicular traffic. He had no problem with
access for the public on the 2W easement.
I have spoken with Jim Davis, Planning Board Chairman, and he has asked
that we add this situation to the upcoming planning board meeting on Thursday
night to determine how to handle the property in question. Mr. Davis said he is
not at all comfortable in signing off for "no planning board action required".
Mr. John Odom, Prestige Engineering, has also informed me that not only
will this property meet the criteria for a CAMA permit, it falls under the old
guidelines for setbacks (10' on sides). I told him that is not the case and it
will be considered at the Planning Board meeting.

that the preceding rules are complied with to the maximum extent possible, with due consider-
ation being given to replacement costs, sen-iee needs, etc.
(6) Docks and Piers
(A) Docks and piers shall not significantly interfere with water flows.
(B) To preclude the adverse effects of shading coastal wetlands vegetation, docks and piers built 1/
over coastal wetlands shall not exceed six feet in width, "T"s and platforms associated with re-
sidential piers must be at the waterward end, and must not exceed a total area of 500 sq. ft. with
no more than six feet of the dimension perpendicular to the marsh edge extending over coastal
wetlands. Water dependent projects requiring piers or wharfs of dimensions greater than those
stated in this Rule shall be considered on a case -by -case basis.
(C) Piers shall be designed to minimize adverse effects on navigation and public use of waters
while allowing the applicant adequate access to deep waters by:
(i) not extending beyond the established pier length along the same shoreline for similar use;
(ii) not extending into the chaxtnel portion of the water body; and
(iii) not extending more than one-third the width of a natural water body or man-made canal
or basin, Measurements to determine widths of the channels, canals or Basins shall be made
from the waterward edge of any coastal wetland vegetation 'Which borders the water body.
The one-third length Urnitatiort will not apply in areas where the U.S. Army Corps of Engi-
neers, or a local govemmcnt in consultation with the Corps of Engineers, has established an
official pier -head line-
(D) Pier alignments along federally maintained channels must meet Corps of Engineers District
guidelines.

Dear Tom and Cindy,
Sorry I missed you last weekend when you were here at the
beach. Doris and I are proceeding with the building of our
dock and as you know, the attached letter must be sent to the
adjoining property owners. We would appreciate if you would
sign and return it.
As yet we have not finished our house plans, but John Odom
has outlined the area on which we can build. We did want to talk
to you about the clearing and grading work on the 20 foot easement.
We probably will use Glen Russell Contracting to do our site and
pile work and plan to use his services for the easement work also.
We will bear all these costs for the easement work, but we did
want to talk to you first.
We are leaving for Utah two weeks from today, so we probably
will not get much done between now and then. If you want us to
work with Maggie on the easement grading and clearing we will be
glad to, however, we did want to talk to you and get your permiss-
ion first.
