Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
development.
The applicant certifies by signing this exemption that (1) the ap-
plicant has read and will abide by the conditions of this exemp-

To all parties concerned:
1. Mr. Charles Rechtenbach listed above owns lot 29 on Dory Court - Cherry Branch
West - Havelock, N.C. adjacent my lot 30 on Dory Court - Cherry Branch West -
Havelock, N.C.. Before my property was "temporarily" deeded to Neuse Builders for the
purpose of constructing a house, I had made a verbal agreement with Mr. Rechtenbach
giving him and his contractors permission to traverse my property to access the
waterfront area of his property for the purpose of building a water front bulkhead. It is
imperative that construction of the water front bulkhead on lot 29 begin immediately
before adverse weather exacerbates erosion conditions presently affecting both lots 29
and 30 on the waterfront.
2. So that Mr. Ronnie Chadwick of Chadwick Construction Company may obtain a
county permit to proceed with construction, I again grant Mr. Rechtenbach and his
specific contractor, Chadwick Construction Company, and any other contractors or sub
contractors which may be required, permission to traverse lot 30 to access lot 29 at Dory
Court - Cherry Branch West - Havelock, N.C.. Because lot 30 is now deeded to Neuse
Builders, I am requesting that they endorse this permission below.
3. Everyone's cooperation in this matter will be greatly
