This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

This letter is in response to a certified letter which I received July 19, 1997, in which the owner
of Lot 19 Block MM Teak Court is seeking a waiver of the 15' setback from my lot. I am the
owner of Lot 18 Block MM which joins the lot seeking the waiver.
A little over a year ago, I signed a waiver to allow a pier to be constructed less than the 15'
minimum. If I had known how the dock and boat lift were going to clutter that corner, I would
NOT have signed a waiver.
It appears that the owner of Lot 19 intends to further clutter the boat ramp even more with a
second boat.
I am totally against any further congesting or dredging around the headwalls in this fragile area.
It looks as if about all of the trees and vegitation has been cleared off of Lot 19 and the area flat
graded. As a property owner in Pine Knoll Shores for 27 years, I thought that destruction was
prohibited.
In recent months, I have talked with other property owners in the immediate area; and, they are
very disappointed in what has been done to Lot 19. So as I have stated, I am totally against
further construction or congestion near the boat ramp.

Dear Phelan:
This is in response to your letter of July 18, 1997 identified as "Distribution: Riparian Property
Owners Adjacent to 108 Teak Court, Pine Knoll Shores, North Carolina. "
Your proposals are unacceptable. Upon advise of our legal counsel, Pine Knoll Association, Inc.
is directing you to no longer dock your skiff or any other vessel in such a way as to obstruct the
channel.
We suggest that you dock your skiff at one of the unoccupied boat slips at Hall Haven Marina.
Mr. Fred Libby, our Harbor Master may be called at (919) 247-2039 for further information
about the marina.
