above is hereby certified as exempt from the CAMA permit re-
quirement pursuant to 15 NCAC 7K .0203. This exemption to
CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal, or Local authorization.

This certification of exemption from requiring a CAMA permit is
valid for 90 days from the date of issuance. Following expiration,
a re-examination of the project and project site may be necessary
to continue this certification.

Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
development.
The applicant certifies by signing this exemption that (1) the ap-
plicant has read and will abide by the conditions of this exemp-
tion, and (2) a written statement has been obtained from adjacent
landowners certifying that they have no objections to the
proposed work.

SUBJECT: Certificate of Exempt on
Mitchell 4-H Center
Dear Charles,
We are in the bid solicitation process for rebuilding the pier at Mitchell 4-14
Center in Swansboro, NC. Please refer to your Certificate of Exemption dated 8-
6-96. We want to ensure that the certificate is still valid (Expiration date states
7-31-97) and that it is valid for the plans currently inplace,
I am faxing you a copy of your certificate and a drawing whlich indicates the
pier as currently advertised. Please txote that the length of the pier is longer than
your sketch reflected, last August. I'm not sure how this discrepancy occurred,
since we are basically rebuilding the pier over the top of the one lost during
Hurricane Bertha. The biggest difference is the aide you have labeled as 50 feet.
Our plans show that side being 154 feet. We plan to construct the shaded area
initially and the portion labeled "phase 2" if funds allow.
The bulkhead portion will be constructed at the same time and should be no
longer than the 95 foot distance noted on your permit. Please call me at (919)
515-W2 or 515-7812 (fag) to verify drat the permit is still valid and will cover the
pier as we plan to construct.
