Dept. of Environment and Natural Resources 400 Commerce Ave. Morehead City, N.C. 28557 Re: Retaining wall at 180 Oakleaf Drive, Pine Knoll Shores, N.C. 28512 Dear Mr. Lane: Application to construct a wooden retaining wall landward of the marsh and above the high waterline on subject property is being made in the interest of Mr. Sheldon Wylie who resides at subject address. Application for proposed construction is being made relative to CAMA rules for coastal wetlands and specifically guideline 15A NCAC 7H .0208(b)(7). Under these rules, it is proposed to construct a retaining wall having an approximate height of 18"-24" and an approximate length of 100 feet(Property line to property line). Upon completion of the retaining wall, shrubs and saltwater grasses will be planted by homeowner to improve upon the estuarine environment and to provide root mass to forstall erosion. The retaining wall will follow the generic escarpment line currently present and will not intrude seaward to marsh grass habitat. Backfill is limited to existing soil present as access to deposit foreign soils is not available. Other options to abating erosion were discussed and shown to the landowner inclusive of sills. Such options did not lend themselves readily to this site due to non -accessibility from frontal property, adjacent property, or Bogue Sound(insufficient water depth). While it is understood that a retaining wall is not the "best" solution perhaps, it remains a viable alternative to the landowner. The attached sketchs provide a general plot and typical cross section of proposed construction. Please also find the riparian rights forms/"green" cards relative co adjacent property owners.
