Dear Mr. and Mrs. Hawley:
This correspondence is in reference to your January 20, 2006 letter of objection to the pier and
bulkhead proposal of Mr. Thomas Winar, adjacent to Bogue Sound, located at 121 Kiawa Way
in Indian Beach, Carteret County, NC. The applicant's proposal was for a 175' pier to a 10' x
16' dock with four tie pilings, and shoreline stabilization in the form of an 80' long bulkhead
with riprap. You chose not to waive the 15' riparian -corridor setback required for piers and
docks.
The DCM reviewed the application along with the pertinent rules of the Coastal Resources
Commission in conjunction with your objections and determined that the project is consistent
with the Commission's rules. Therefore, the DCM issued CAMA General Permit #44224-C to
Mr. Thomas Winar on February 06, 2006, authorizing the pier, bulkhead, and riprap as proposed.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request with the
Director of the Division of Coastal Management, Mr. Charles S. Jones, Department of
Environment and Natural Resources within 20 days of the permit decision. A copy must also be
sent to the Attorney General's Office, Environmental Division. If you wish to appeal, please
contact me and I can forward you the pertinent forms. And if you have any questions about this
