Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that [)prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

I last wrote to you regarding the installation of my new bulkhead on January 25th
(copy enclosed). To date, you have not responded to my letter, nor to my many
voicemails messages.
I am surprised by your unwillingness to cooperate with me. First, if you plan to
build a home on your lot, we will be neighbors. Secondly, whether you keep or sell
your lot, you will someday wish to repair or replace your bulkhead, and build a dock,
or market to a prosepctive buyer that they can do these things.
I urge you, in the spirit of cooperation, to acknowledge that you have been notified
in writing of my bulkhead replacement. Please fill in the bottom right-hand portion
of page 1, along with your signature, and return to me in the envelope provided.

bulkhead on Lots 9 and 10, Hurst Harbor Subdivision in Swansboro, N.C. I have

your review and signature. Adjoining property owners must "sign off" when
waterfront property owners wish to install bulkheads, docks, etc. on their property.
I consider it somewhat of a formality, since it is a reciprocal process. I have
