This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Dear Messrs. Knowles & Luczkovich:
This letter is in reference to "CAMA and Dredge and Fill General Permit"
#10316-B issued to you on 27 March 1992 for the initial phase of a research
project studying thin layer deposition of dredge spoil material on coastal
wetlands marsh. This General Permit was issued with the understanding that a
Major CAMA and Dredge & Fill application will be immediately forthcoming
describing all project details for circulation to other State and Federal review
agencies. Your explanation of project timing, i.e. funding, growing season,
project window, etc. was the basis for this somewhat atypical procedure.
However, it is not the intent of the Division to supersede the permit
requirements of any other State or Federal regulatory agency. Therefore to
comply with the attached memo, you should contact the Division of Environmental
Management prior to undertakinc any filling activity within wetlands.

The Washington Regional Office of the Division of Environmental Management is
aware of a research project in coastal marsh which was issued a General Permit.
The General Permit issued allows for temporary structures to be constructed
within estuarine and ocean hazard areas of environmental concern. This a_eneral
permit involves the temporary placement of structures with no associated fill
activities, therefore not requiring a 401 Water Quality Certification. The
project does, however, propose to discharge dredge spoils into coastal marsh
(Waters of the State) to evaluate the effects of such a discharge. This office
has no objections to a research project of this nature, but the applicant must
acquire a 401 Water Quality Certification prior to any discharge of fill
material. This project is not exempt from the necessary State Certification.
Due to timeframe constraints of this project, this agency will process the
applicant's request for the 401 Water Quality Certification in a timely manner.
