The proposed project to be located and constructed as described
above is hereby certified as exempt from the CAMA permit re-
quirement pursuant to 15 NCAC 7K .0203. This exemption to
CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal, or Local authorization.
This certification of exemption from requiring a CAMA permit is
valid for 60 days from the date of issuance. Following expiration,
a re-examination of the project and project site may be necessary
to continue this certification.

Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
development.

tion, and (2) a written statement has been obtained from adjacent
landowners certifying that they have no objections to the
proposed work.

Please examine the enclosed drawings for Mr. James Whidden.
Mr. Whidden's property is Lot 17, Block A, Section One, White
Oak Bluffs, Carteret County.
As we have discussed some time ago, Mr. Whidden would like to
construct a bulkhead to tie into Lot 16 (Mr. Thomas' property)
and into Lot 18 (Mr. Henderson's property). The pier shall
extend no further waterward than either of the adjacent piers.
Since Mr. Whidden is here in North Carolina part of the time
and in Florida part of the time, please forward the general
Permit to me. I have enclosed a copy of the LAMA Permit issued
by Carteret County for land disturbing activities within the 75
foot area of environmental concern.
Also attached to this letter you will find a check made payable
to D.E.H. & N.R. in the amount of $50.00.

ment in an area of environmental concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management."

Stella, N.C. as requested in the permittee's application dated May 24, 1991
This permit, issued on June 10, 1991 , is subject to compliance with the application and site drawing
(where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these
terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.

Prior to initiating any land disturbance, a barrier line of filter cloth, stacked hay bale
or other erosion control measure must be in place between the land disturbance and mean
high water.
All state, local and federal regulations must be complied with.
All proposed development and associated construction must be in accordance with the
permitted work plat as originally submitted or revised on

requires a re-evaluation of this project and permit.

other qualified persons within twenty (20) days of the issuing
date. From the date of an appeal, any work conducted under this
permit must cease until the appeal is resolved.

permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit require further written permit approval.
All work must cease when this permit expires on
December 31. 1994
In issuing this permit it is agreed that this project is consis-
tent with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.
