This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any L
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

SECRETARY - This letter is in reference to your letter to Mr. Donald Riddick objecting as an adjacent
riparian property owner to a request from your neighboring property owner. Arthur
Rikstad, to construct a bulkhead structure along their shoreline of the Yeopim River in
Albemarle Plantation, in Perquimans County. This letter is also in reference to your
telephone conversation on October 12, 1998 with Mr. Dennis Hawthorn, Coastal

DIRECTOR Management Representative for the Division of Coastal Management. While onsite, Mr.
Hawthorn reviewed all aspects of the proposed shoreline stabilization for consistency
with the provisions of the North Carolina Administrative Code, Section 7 H .1100,
b General Permit for Construction of Bulkheads and Placement of

Riprap for Shoreline Protection in Estuarine and Public Trust Waters and has found that
the proposed shoreline stabilization is consistent with these rules.
I have reviewed your objection to the proposed project and although I am s}Tnpathetic to
your concern that the proposed structure may divert water onto your propem. I am
equally sympathetic with Mr. Rikstad's interest in protecting his property. The proposed
work is consistent with our rules and therefore the Division has authorized construction
of the aforementioned bulkhead structure within the alignment specified by Mr.
Hawthorn during his site visit on September 29, 1998. I have enclosed a copy of this
permit as well as a copy of our rules referenced above.
If you wish to appeal this pernut decision, you may file a request with the Director of the

Division of Coastal Management, Department of Environment and Natural Resources
within 20 days of the permit issuance date. If you have any questions regarding this
