SUBJECT: CAMA GENERAL PERMIT REQUEST FOR BRIDGE NO. 8 SOUTH
PRONG BAY RIVER, PAMLICO COUNTY.
The North Carolina Department of Transportation (NCDOT) proposes to replace
the referenced structure, located on SR 1343 in Bayboro, on existing location with
associated approach improvements. The existing structure, a cored slab bridge with 3 @
9' and 5 @ 8' spans, will be replaced with a cored slab bridge with 3 @ 30' spans.
Navigational clearance will average approximately 0.7 foot lower on the new structure,
however the passageway for the river will be widened from 67 feet to 90 feet. The
average daily flow of South Prong Bay River is 13.5 c.f.s. Your office advised us by
letter dated May 15, 1998, that a CAMA permit will be required for this project.
NCDOT planned to replace this bridge in 1993, however the project was
postponed due to the need to construct a temporary detour in wetlands as well as
uncertainty as to whether a CAMA permit would ever be required since less than 50% of
the physical value of the existing bridge would be replaced. The current design will not
require a temporary detour. Instead, construction will be done one lane at a time so one
will always be open for traffic. In addition, the entire structure will be replaced, thereby
exceeding 50% of the value of the existing structure.
The area within the footprint of the project is salt marsh consisting primarily of
black needlerush (Juncus roemarianus), smooth cordgrass (Spartina alterniflora), and
marsh -elder (Iva frutescence). The proposed construction will involve fill with rip rap in
0.01 acre of wetlands and 0.01 acre of surface waters. In order to minimize these
impacts, 0.01 acre of existing bridge fill will be excavated to natural ground elevation.
The proposed work is detailed in the attached drawings and permit application.
Application is hereby made for a General CAMA Permit and State Dredge and
Fill Permit as required for such activities. A check in the amount of $50.00 has been
transmitted to the DCM office in Raleigh to cover the CAMA processing fee. A copy of
the check is included herein. The adjacent property owners have been notified of this
permit request. Copies of the letters sent to the property owners and the certified mail
receipts are attached. The signed return receipts from these property owners will be
forwarded to you as soon as possible.
By copy of this letter, requests are also made for a Section 401 Water Quality
Certification from the North Carolina Division of Water Quality and a Section 404 Permit
from the U. S. Army Corps of Engineers. Please note, a Nationwide Permit No. 3, action
ID # 199303241, was previously issued for this project.
