drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

RE: The Leebrick's proposal to construct a 60 foot long pier with a 10 foot
by 12 foot "T" and a 16 foot by 20 foot boat slip onsite their property
adjacent to you on the westside of Broad Creek in Beaufort County
Dear Mr. And Mrs. Dougherty:
The Division of Coastal Management has reviewed your 30 July 1998
correspondence objecting to the above referenced project. Although Mr. Leebrick's
proposal is within your view, it will not block your view and he has same right of access
as well as yourself. Therefore on 15 October 1998 I issued CAMA General Permit No.
020503B to Mr. Gil Leebirck authorizing the aforementioned project. (See attached)
If you wish to appeal this permit decision, you may file a request with the Director
of the Division of Coastal Management, Department of Environment and Natural
Resources within 20 days of the permit decision. I have enclosed a copy of the permit.
