DEH&NR-DCM for a statutory exemption to refurbish various shore protection devices and a pier at Lot 0-11, 591 Country Club Drive, on the Neuse River, Town of Minnesott Beach, Pamlico County, North Carolina. Several of these structures sustained severe damage as a result of Hurricane Fran in August 1996. Mr. Hodges stated that you declined to permit us to refurbish the two groins with armor stone. Request please that he be permitted to do this. As a result of conversations with David Noble and Charles Jones of DCM in 1988 and 1989, your office permitted Monroe Johnson of Morehead City and James Miller of Merritt, our original contractors, to build two, short, wooden groins covered with armor stone on the condition that we agree to reduce their overall length from maximum allowable length of 25 feet. (A copy of the original groin design is enclosed.) Consequently, we directed Monroe Johnson to build shorter wooden groins so that Miller could cover them with stone. In 1993 Chet M. Suitt, L.S., of New Bern, NC, measured and documented the lengths of these groins Page 2, Letter to M. Ted T,imdall, NC DCM, dated June 10, 1997 as 16 ft. and 19 ft. respectively (copy enclosed of plat of survey recorded P Pamlico County Registry).
