This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine �_'��G�•; �"" �-� =-�'
imprisonment or civil action; and may cause the permit to be- applicant's signature
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

OBJECTION TO A PROPOSED PROJECT TO CONSTRUCT A PIER AT THE STREET
ENDING OF ANITA FORT DRIVE, CAPE CARTERET, N.C.
1. THIS PLAN IS INTENDED FOR FULL PUBLIC ACCESS AND WILL MOST
CERTAINLY RESULT IN A NEGATIVE ENVIRONMENTAL IMPACT ON THE
WATERFRONT.
MARSH GRASS HAS ALREADY BEEN ALTERED BY THE CITY OF CAPE
CARTERET/GRASS CUT BY MOWERS AT LOW TIDE.
THE AREA IS A HATCHERY FOR SHRIMP AND SHELLFISH, FULL PUBLIC
WATER ACTIVITY, JET SKIIS ETC., WILL ERODE AND DESTROY
SHORELINE AND HABITAT.
RESTRICTED PUBLIC PARKING CANNOT BE ENFORCED BY LIMITED
CITY POLICE FORCE — GAS AND OIL, AUTOMOBILE SPILLAGE WILL
RESULT IN GROUND CONTAMINATION AND EVENTUAL RUN OFF INTO THE
SOUND.
2. SCALE AND SIZE OF THE PIER IS TOTALLY OUT OF PROPORTION TO
THE PARK AREA.
PARK AREA IS A MAXIMUM OF 2500 SQ. FT. (25' DEEP AT HIGH TIDE
X 75-100' WIDE).
PROPOSED PIER IS 1000 SQ. FT.
THIS IS FULLY 40% OF THE SIZE OF THE PARK ITSELF!!!!

RE: TOWN OF CAPE CARTERET COMMUNITY ACCESS PIER
Dear Mrs. Byerly:
Enclosed is a copy of CAMA General Permit # 016118 which is issued to the Town of Cape
Carteret authorizing the construction of a pier located in Bogue Sound and within the right of
way of Anita Forte Drive, in the Town of Cape Carteret. The permit was issued based upon
its consistency with Coastal Resource Commission's rules. If you would like to request a third
party appeal of this permit decision, please contact me or Charles Pigott at my Morehead City
office and the proper appeal forms will be provided to you. This appeal must be filed within
20 days from the permit decision.

Dear Mayor Upchurch:
The North Carolina Coastal Resources Commission (CRC) reviewed the Town of Cape Carteret
Land Use Plan Update at its November 20-21, 1997 meeting in Wilmington. As you know, the
purpose of taking the plan to the CRC was for the board to consider certifying the plan for use as
part of the North Carolina Coastal Management Program.
The Division of Coastal Management staff presented the updated plan to the CRC's Planning and
Special Issues Committee. The Committee voted unanimously to recommend that the CRC certify
the Cape Carteret Land Use Plan. However, when the Committee presented the matter to the full
CRC, some members who were not on the Committee had questions about the plan and requested
additional time to review the plan. The CRC postponed a vote until its next meeting. That
meeting will be held January 25, 1998 in Kill Devil Hills.
Our Division and Commission appreciate the work put into your land use plan and look forward
to having it certified by the CRC in the near future. If you have any questions, please contact Ms.
