violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available

In order to resolve their submerged lands claims registered under G.S. 113-205, in 1996 the McLean
family quitclaimed to the State of North Carolina certain parcels on the north side of Emerald Isle
lying between the KWM of Bogue Sound and the centerline of the AIWW. On behalf of the State of
North Carolina, the NCDOA does not object to the construction of water dependent structures and
associated uses on these lands under duly issued CAMA permits, consistent with all other applicable
federal, state, and local regulations. The riparian rights of the owners of any high bound abutting the
marsh and/or waters of said properties shall be as defined in the CAKA for riparian property owners,
The responsibility for obtaining all permits is that of the property owner proposing the development.
Any and all liability associated with an approved and permitted structure is that of the high ground
property owner obtaining the permit, or any future owner of that property,

The owners of 6606 Marsh Cove Rd. Emerald Isle, NC would like to submit this completed application for
a Pier and Boatlift. The purpose of this pier is to provide access, for this residence only, to Bogue Sound
for recreational activities. Pier materials that will be used in construction are pressure treated wood and
round pilings. Standard pile washing and setting equipment will be used in the construction of the pier as
well. There are no anticipated land clearing activities involved with this project. Measures will be taken
to ensure that the marsh environment will not be exposed unnecessarily to chemicals or construction debris
while in the construction phase of work. Please review the enclosed permit application and contact us if

5. ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross -sectional drawings) drawn to scale in black
ink on an 8 1 /2" by 1 I " white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats ate acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the
Form DCM-RIP-1
site. Include highway or secondary road (SR)
numbers, Iandmarks, and the like.

• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
