This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

In connection with the above, please find the original response
from Bill Blair of Sea Watch Estates, Inc. and a copy of the 1110
day" letter mailed to Sugarloaf Properties, Inc., together with the
original return receipt for certified mail. You will recall that
Sugarloaf did not respond to my original letter to them.
Also enclosed are copies of my original letters to the adjacent
property owners and a copy of the 8-1/2 Board minutes authorizing
me to add the finger pier.

Minutes of 812 Marina Village Board Meeting
May 3, 1997
The following members were present - Jay Beaver, Lee Stokes,
Pete Bazemore, Chuck Rhodes and Bill Boyette's proxy to Jay
Beaver. Chuck said other Board members had called and had out
of town family or business commitments.
The Minutes of the December 7, 1996 meeting were read and
approved.
Chuck gave Board members copies of Bell & Potter CPA firm's
82 Marina Village financial statements for years ending December
31, 1996 and 1995. The Treasurer's report is as follows:
1. General Checking Account balance $60,163.60
2. Merrill Lynch Reserve Fund balance 33,052.14
3. Past due owner's dues 2,856.74
4. Dredging Assessment balance 31,095.33

5. Insurance Account (2 hurricane bal) 10,705.43

The Board reviewed Diane Locke's request to add an air
conditioner duct to the new tackle room. The request was
approved.
The Board reviewed Bill Cozart's request to add a finger dock
to the west side of his boat slip. The request was approved.
Chuck advised he had made application to the state for an
easement from the state for use of Public Trust Waters in 8'-2
Marina Village. The state gave Chuck a letter stating that
no easement was necessary since 812 was dredged out/man made.
Chuck advised the dredging has been completed and thanks the
owners at the floating docks for allowing him to place boats
in their slips during dredging. He said that Versico is going
to do roof repairs on the 60's building under warranty, but
8122 still has to pay $2,752.00 for pre -roofing work.

The Board reviewed a request by Billy Kornegay to put a storage
locker under his north side steps. His request was approved.
Chuck advised the Board that he had sent six different Insurance
Agencies the specifications to bid on 812's insurance coverage.
A $62.00 per square foot value had previously been approved
by the Board. The Board reviewed the bids and voted to approve
the bid from Beam, Cooper, Gainey & Associates with Travelers
as the main carrier, subject to John Hackney reviewing and
approving the coverage. The premium will increase approximately
20% which comes primarily from the Beach Plan (wind and hail
coverage) part of the policy.
Owners are requested to ask their neighbors if flags (flapping)
and chimes (chiming) will disturb them prior to putting any
outside their condo.
Chuck advised the Board that we discovered a larger flow through
our waste treatment plant and found one condo with a toilet
that did not stop flowing, causing the problem. This increased
our water bill and treatment plant expense. Owners are asked
to have their plumbing in good working order.
Chuck told the Board that we had problems with some areas of
our turf grass. He said NC State University tested our soil
and three facts have been determined:
(1) Shell particles are in some areas of our top soil
causing very high PH and Phosphorus levels. Nothing
practical can be done short of removing our top soil and
replacing it with good soil.
(2) No irrigation system.
(3) Constant foot traffic damages turf as does owners
and workers driving vehicles on our turf.
There are some areas which when 812 was built, received a very
thin coat of top soil and then was damaged with dredge spoils
and shells. Some sod will die out over a period of time due
to these factors.
Chuck said John Hackney asked the Board to consider a mark-up
on work request services to replenish any shortage of funds. -
The Board preferred to try to come up with another solution.
Chuck said owners should be very cautious upon entering the
anchorage channel right off the I.C.W. It is extremely shallow
there. The U.S. Army Corp of Engineers will do dredging there
the first of May.
Chuck said the sea wall cap in front of Condo #103 has broken.
The wall is stable but needs to be replaced this fall. Chuck
said this is a relative small area.

Chuck said that the insurance claim pending on #123 (Dr. Dudley
Anderson) has not been settled. A meeting is scheduled for
May 23, 1997 with all parties.
The Board wishes to thank Sue Gardner for hosting the Easter
Holiday Pig Picking and Easter Egg Hunt. The Board wishes to
thank Gary Gardner for the Children's Basket Ball Goal beside
the tennis courts.

I am enclosing one of the forms with my rather crude sketch of the
8-1/2 floating dock system showing the proposed finger pier
together with a stamped, self-addressed envelope. I would hope
that you would have no objection and would be so kind as to sign
the form and return to me.
I hate to be a bother and I am sure you are aware of LAMA require-
ments.
