Hunt, Jr., Governor Jonathan B. Howes, Secretary EIHNF;Z Roger N. Schecter, Director`. September 12, 1996 SEP 16 1996 Mr. C. Richard Vaughn P. O. Box 1468 DIVISION OF COASTAL MAIJAGEMENT Mount Airy, NC 27030 Dear Mr. Vaughn: This is to respond to your September 1 Oth telephone inquiry concerning replacement of the docking facility at Figure 8 Harbor which was destroyed by Hurricane Fran. As per your request, I placed in the mail on September loth pertinent copies from your most recent permit file. Permit No. 63-94, which authorized maintenance excavation, is active until December 31, 1997. The original permit for development of the residential area and marina was apparently No. 5-82. This record is in archives and really is not pertinent to your present needs. The marina at Figure 8 Harbor is eligible under the Division's emergency replacement procedures. Therefore, the docking facility may be replaced in keeping with the drawing dated received February 18, 1994 and identified as sheet 2 of 5, "Maintenance Dredging at Figure Eight Harbor". Likewise, any necessary excavation may be carried provided it is done in strict compliance with conditions of the active permit. This letter will serve as your authorization to carry out the work described above. Very sincerely, o R.
