This permit is subject to compliance with this application, site e_
drawing and attached general and specific conditions. Any X 14
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

RE: Repairs to "S" Bridge over the Perquimans River in Hertford
Dear Mr. Turner:
Our office has reviewed your letter dated June 16, 1997, to install "crutch bents" adjacent
to existing bents 11-21 on the Elizabeth City side of the above noted bridge. According to the
information provided some sand will be displaced at bents 19, 20, and 21 to facilitate the placement
of the "crutch bents", and will require the use of a sediment curtain.
The project will include replacing the deck of the swing span, removal of old paint and
repainting. While the paint to be removed is a red coating that may contain lead, precautions will
be taken to collect the existing coating and prevent its introduction into adjacent waters. The
method for collecting the removed paint will include using a canvas tarp below the work area in
conjunction with a vacuum system. A courtesy call to Bill Moore, in the Division of Water Quality,
was made shortly after receiving your letter and he stated that his office had no problems with the
proposed work given the precautions being taken.
Based on the information provided and discussions with Richard Watts and Preston Pate it
appears that the project will constitute maintenance and repair, and as such will not require a permit
form this office.
