'i hi e lio;11- investigated a LAMA Major Permit allowing removal of tlic encroaching marsh grass within the ramp basin and channel, but due to associated costs and time requirements (75 — 150 days for approval) the SPI IA Board has elected not to pursue a Major Permit at this time. The Board instead wishes to contract for maintenance dredging under a LAMA General Permit in order to restore the width of the channel in the area nearest the ramp. I•'Inclosed for your review and signature are the requisite forms from LAMA for owners of• adjacent riparian property, as well as a scale drawing of the project area with a verbal explanation of the anticipated work. The Board wishes to remove material necessary to keep the channel open, but has limited funds available through the operating budget and reserve and does not want to propose another assessment to the homeowners. The amount of material to be removed will be determined to some extent by the contractor based on the varying depth ol'the channel, but removal of between 200 and 400 cubic yards is most likely. It is anticipated that spoils will again be deposited on the peninsula or on a Mr. Rucker's property (I understand that this has hcen requested by Mr. Rucker) subject to the applicable LAMA regulations. It has been brought to our attention that the Division of Marine Fisheries may place a moratorium on dredging in estuarine waters from April i until Octobcr 1. and we do not know at this time how that may impact this project. The Board does anticipate pursuing in the future a Major Permit that will allow removal ol•sand, mud. and marsh grass that has accumulated in the boat hasin and channel. it is hoped that by ultimately removing this material the need for more frequent repeat dredging will be lessened. 0I.tions for means of further stabilizing the channel and basin have been considered but not explored at this time. in any event, when a Major Permit is applied for, you as adjacent riparian property owners will be advised of'any potential plans. We anticipate removal of less than 400 yards of material, and in all likelihood less than 200 yards of material. Accompanying that letter is a diagram of the area and a CAMA form regarding your consent as an adjacent riparian landowner. We are in somewhat of a time crunch, because we may not be permitted to dredge any after April 1st due to a Division of Marine Fisheries moratorium from April through October. We were not aware of this moratorium issue when we started this process last month. The purpose of this fax is to ask if you would respond to the CAMA notice as soon as possible by fax, as well as by mail. I am'having to put this together urgently because I will be out of town all next week. I appreciate your consideration in this regard.
