Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistentwith the North Carolina Coastal Management Program.

Pipe Installation Schedule
• Install erosion/sediment control devices per plans.
• Remove material while limiting, as much as possible, material and sediment
from entering the stream and/or escaping from the project.
• Prepare pipe foundation while taking care to limit material and sediment from
entering the stream and/or escaping from the project. Where possible new
grade should be below the existing streambed. Bedding material will be washed
stone.
• Place new pipe and compact fill.
• Install slope protection on outlet and inlet ends of pipe (Class B Granite riprap)
• Establish permanent vegetation as soon as possible
• Remove sediment control devices after project has stabilized and permanent
vegetative cover is established.

Jay & Randy,
We need to schedule an onsite meeting so that both of you and
Brad, Bill and myself can discuss the possibilities of replacing
the existing bridge with pipe. Randy has already reviewed the
site on the topo maps, performed a hydro analysis and told me
that it will be hydraulically sound to put a pipe at this
location since it will be controlled by storm surge, but he
requested that we consult Jay since the maps showed some high
quality oyster waters. Bill talked with Jay about this and Jay
said he saw no problem since there was already a pipe downstream.
Brad had mentioned that he envisioned using two pipes (i.e. - 2 @
95" x 67") because of the existing two span bridge. With only
one interior bent he's thinking that we can remove the
superstructure, cut off the interior bent piles, place a pipe on
either side, backfill and be done.
Bill and I traveled to the site to investigate this proposed
installation and found that it may require significant excavation
on the northwest corner. Plus the creek takes a slight dogleg
underneath the existing bridge which may complicate things a
little bit.
So we would like to schedule a meeting to discuss 1) possible
pipe sizes and configurations and 2) environmental permits.
Please let me know when you have an opening in your schedule and
let's try to arrange a meeting. My schedule is wide open from
2/20/07 until 3/22/07.
