SUBJECT: Revisions to General Permit Application for a pipe replacement on SR 2316
Rockledge Rd., New Hanover County. WBS Element 3.206511.
Dear Stephen Lane:
The purpose of this submittal is to provide you with the additional information and revisions you requested
to NCDOT's general permit application for a pipe replacement on SR 2316 Rockledge Rd in New Hanover
County. An existing 18" x 60 ft RCP will be replaced with 247' x 66 ft RCP with flared ends. This pipe
replacement is required due to failure of the existing pipe.
Enclosed please find the revised application and drawing. The pipe conveys stormwater and the outlet
discharges to open water associated with an unnamed tidal tributary to the Cape Fear River, which is
designated as SC by the Division of Water Quality. The scope of the work will impact 20 sq. ft of open
water for the pipe extension and fill associated with shoulder construction. The 20 sq. ft of proposed
impact are shown as a hatched area on the outlet end of the pipe in the enclosed drawing.
Two other items are included in this submittal. A copy of the letter sent to property owners adjacent to
River Rd and the return receipt postcard with their signature is included. Also, please find a recorded plat
for River Bend Mobile Home Subdivision which shows the recorded rights of way for Rockledge Rd and
River Rd.
As a reminder, this work will be completed under a US Army Corps of Engineers Nationwide 3 Permit;
prenotification not required. All Best Management Practices for the Protection of Surface Waters will be
utilized to prevent any sedimentation in jurisdictional waters and/or wetlands beyond the project limits.
Furthermore, the work will be completed during low tide.

Dear Madam,
I am in receipt of your correspondence dated September 14, 2007. I object to placing
pipes under the road, and any change in length or dimension. I also opposed it in June
2002, to no avail.
This property cannot continue to be used to relieve waters, if any from the Cape Fear
River. This is private property. This property has already suffered damage from DOT
continuing to use it at will.
The land has increasingly suffered illegal flooding that caused the firm land to become
increasingly wet; thus, the viable land on this property has shrunk.
This land that I purchased in the 1980's was not as the land is now.
I purchased the land to have a retirement home and plan on building on this land within
the next few years. I have pay taxes on this land for many years. It is not right to use it
for County, State, nor public use.
To reiterate, I oppose the proposal and continual flooding on my property.
