Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Attached is an "Adjacent Riparian Property Owner Statement" and relevant diagrams
describing riprap that we propose to install along the shoreline of our lot in Pasture Point
Subdivision. The installation has been designed and sited to conform with Pamlico
County regulations and relevant Costal Area Management (CAMA) regulations.
This project should enhance the value of the lot and the subdivision.

VVe hereby propose to furnish all materials and perform all labor necessary for the completion of
200 feet of medium sized riprap to be installed along the Bay River frontage of the above
referenced property; also, construction of a 4' x 10' platform at water level, attached to the
existing dock structure and surfaced with a 4' x 10' concrete panel —see plan and specifications
sheets, attached. The riprap will be placed (a) starting at the wetland erosion line, (b) extend no
,,rjore than 5' waterward, (c) shall not exceed 3' in height above ground level, and (d) no nacre
that 6" above the wetland substrate, per CAMA regulations.
work is to be performed at Pasture Point residence/ Bay River shoreline, for Jos Muffels and
Diana Silimperi, Owners, in accordance with the drawings and specifications submitted for the
above work (attached). The total cost is $21,453.00 which includes all materials, labor, and
delivery charges for materials. Payments to be made as follows: (1) CAMA & county permits,
$453.00 upon approval of this contract; (2) $10,500.00 when permitting and CAMA approva,
been secured; (3) the balance of $10,500.0o upon the completion of the work and approval by
Owners or their agent.
Any alteration or deviation from the above specifications involving extra cost of material or labor
will only be executed upon written orders for same, signed by Owner and Contractor, and will
become an extra charge over the sum specified in this contract. All change agreements must be
discussed with, and approved by Owner, and be made in writing.
Property lines shall be designated by substantial marks, by owner or his certified engineer. The
contractors shall not be liable, as regards to the completion of the work, for any delay which may
be caused by reason or on account of any strike of workmen, any Act of God, unavoidable
accidents, inability to secure materials or to use materials in the performance of the work by
reason of laws or regulations of the United States of America or the State of North Carolina , or
any other circumstance beyond their control, other than the want of funds. No such delay shall
be deemed a default on the part of the contractors, and, in the event of any such delay, the
contractor's time limit for performance of the work shall be correspondingly extended.
Workmen's Compensation and Public Liability Insurance on the above work shall be provided by
the Contractor.
VVork shall be completed by May 15, 2008, subject to conditions stated in the previous paragraph.
