This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local

Location - Carteret County at Davis - near the end of SR 1366
Investigative process - App. received Morehead City 9-10-73; site investigated 9-11-73
Environmental setting - The applicant's property is 4-6' above MLW and borders Core
Sound for 135'. A one story frame dwelling exists in the center of the property and a
20' x 20' shed is constructed on pilings over the water at the eastern corner of the
site. A 10' x 10' dock is attached to the south side of the shed. A creosote bulkhead
has been recently constructed along the MHW line from the dock 100' southwest to the
applicant's property line. Fill from a high land source was placed behind the bulkhead.
A rock breakwater formerly 10' offshore of the bulkhead alignment has now been placed
against the bulkhead. An existing 90' x 50' boat basin, parallel to the shed and north
of the bulkhead, has shoaled to -2.5' deep. A 200' x 25' channel leading northeast from
the basin has also shoaled to 1,05-2' deep at low water. No marsh, submergent vegeta-
tion or shellfish were observed in the project area.
Project description - The applicant does not now propose to construct a bulkhead 5-15'
below the iIHW line as shown in the plat dated 5-10-73. The applicant now plans only
to maintain the existing boat basin and channel to -4' "U-1. The 700 cubic yards of
spoil is to be excavated with a dragline and dredge. All spoil is to be placed on high
ground.
Environmental impact: The applicant's adjacent riparian landowners, 11,Ir. and Mrs. Roy
Sanders, and Miss Melba Willis, both object to the proposed maintenance work. They
feel that the location and proposed depth of the channel will cause erosion to their
property. However, from a marine fisheries standpoint, I have no objections to the is-
suance of a permit if the following conditions are incorporated: (1);-all spoil be placed
on high land; (2) all dredge spoil be placed on high land and contained by adequate dikes.
The diked disposal area should have an adequate spillway; (3all effluent from the
spillway be contained by a pipe to the MLW line of the applicant's boat basin; (4)'no'
bulkhead be constructed any farther offshore than that which presently exists.
