The applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian landowner(s) . The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available information and belief, certify that this project is consistent with the North Carolina Coastal Management Program. A description of the pipe support structure is included as an attachment. The CAMA process requires that we send a description of the pipeline and these documents for your review and signature. The overall project will be completed in two stages. We will build one agricultural barn type structure (see elevation views drawings also attached) and the water intake system this year. When funds become available, we hope to put one additional "fish barn" on the property and another similar building to provide space for a few offices and an educational meeting room. The project will be developed on land leased from Dr. I.J. Won that boarders Sleepy Creek and the entrance for the project will be from Straits Road (see above). Phase I of the project will create one metal clad agricultural barn structure to house aquaculture research tanks. Saltwater for the facility will be pumped through a plastic pipe from Sleepy Creek at high tide. To access the creek the pipes will need to be supported by a small wooden structure that runs across the marsh to the edge of the creek. The site we are developing as an NC State facility is owned by Dr. I.J. Won and Mrs. Sue Won and is between Straits Road on the north and Sleepy Creek to the south, just north of Star Church Road. The six acre site has been leased by the North Carolina Agricultural Foundation from Dr. Won. The Ag Foundation, a non-profit corporation, will develop the site under the guidance of NC State University. Once completed, the facility will be operated by NC State to conduct research on new ways to hatch and grow native fishes from North Carolina. Information generated at this site will be distributed by the North Carolina Cooperative Extension Service. A description of the site is included in an attachment to this letter. As part of the Coastal Area Management Act (LAMA) procedure, I am contacting you because we propose to put a small intake pipe (4 inches in diameter) and a wooden support structure on the marsh leading to the creek. We will use this pipeline to bring saltwater to the facility (during high tide) so that we can conduct our research activities. A description of the pipe support structure is included as an attachment. The CAMA process requires that we send a description of the pipeline and these documents for your review and signature. The overall project will be completed in two stages. We will build one agricultural barn type structure (see elevation views drawings also attached) and the water intake system this year. When funds become available, we hope to put one additional "fish barn" on the property and another similar building to provide space for a few offices and an educational meeting room.
