Please find enclosed the required information for the processing of a General Permit for
the construction of a private dock at 424 Shoreshide Drive, Swansboro. The property is
located within the Silver Creek subdivision in the area known as Peletier and is situated
along the shore of the White Oak River. A graphic depicting the dimensions of the
proposed dock as well as where it will be situated within the lot limits and in relation to
the adjoining lots is enclosed. In addition, I have included copies of the correspondence
I sent to the adjoining lot owners. Please note, that I have only received the APO
Notification form from one of the lot owners, and it is attached with the information and
correspondence that I sent them. For the lot owner that has not responded with the
APO I have included the USPS certified mail form showing that they did indeed receive
the information I mailed to them.

Thank you for your call today in response to the message I left you on Monday in reference to the
objection I would like to file regarding a permit to build a pier with boat lifts by Shelly Stevenson, the
new owner of 424 Shoreside Drive, Silver Creek Plantation, Carteret County, NC. I am one of the
adjacent riparian property owners and am enclosing a listing of the objections to this proposal per your
request. Please accept the following as clarification for my original request.
• 1 do not believe the pier with boat lifts to be aesthetically pleasing to the view from my
property. While I understand Ms Stevenson's desire to construct some type of access to the
water, the current proposal is not satisfactory from my perspective.
• I have some concerns currently around the placement of any type of water access structure
between our properties and wish some time to investigate the appropriate placement of any
future accesses.
• My property is currently for sale. I feel an obligation to both myself and the future owners of
this property to ensure that the above two concerns are addressed before I consent to any type
of water access construction since said construction could have impact on the sale of this
property.

Dear Mr. Whitty:
This letter is in response to your two letters dated July 10, 2010 and January 12, 2011 to
the Division of Coastal Management regarding your objections to the proposed pier project by
your neighbor, Ms. Shelley Stevenson. The proposed project is located on the White Oak River
in Silver Creek Plantation, at 424 Shoreside Drive, in Carteret County, North Carolina.
The Division has reviewed your concerns and objections to the proposed project. After
reviewing the proposal along with your objections, the Division has determined that the proposed
development is in compliance with the rules of the Coastal Resources Commission in 15A
NCAC 07H. 1200. Therefore, the Division issued LAMA General Permit #57121-C to Ms.
Stevenson on February 28, 2011 for the construction of a 6' X 170' pier with a 20' X 20'
platform at the waterward end and two 15' X 15' uncovered boatlifts. I have enclosed a copy of
the permit for your review.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Hearing. The request for a hearing will be considered by the Chairman of the Coastal
Resources Commission. The hearing request must be filed with the Director, Division of Coastal
Management, in writing and must be received within twenty (20) days after the disputed permit
