applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available

I have notified my riparian neighbors via certified mail and do not expect objection to my dock construction project. I
will provide the signed notification forms to you when I receive them over the coming days.
In the interim, I provide you with the attached documentation pertaining to the design and construction of the dock at
my property. The dock will be substantially similar in length, size, design and construction to that of my neighbors'
(details below). Please let me know if there is anything further you require from me to allow me to obtain this general

Hello Dr. Ready,
My name is Heather Styron and I am the field rep. for the Morehead City/ HWY 24 area in Carteret County. It
is my understanding you are requesting help with the general permit process. I have attached all the required
forms as well as the rule which addresses piers under the general permit process. I have researched your
property thru aerial photography and it seems there shouldn't be a problem, however it must meet all of the
required criteria for the 7H .1200 pier rules. Every property is site specific so I would need to make a site visit
to document site conditions etc. As far as the process you will need to send the Adjacent Riparian Property
Owners Statement forms to your neighbor on the left and your neighbor on the right of your property as well as
a drawing showing the dock dimensions, platform dimensions, boatlift dimensions etc. Once you have obtained
their signatures then you would need to send these forms and drawing to me so I could conduct my site visit. I
have indentified thru the Carteret County Tax office, your adjacent neighbors to be Dorothy Lessey ( Mail
address- 223 Sea Trace Lane Newport, NC 28570) and Susan Lynn Geiges ( Mail Address- 209 Sea Trace Lane
Newport, NC 28570.
There are certain criteria that must be met in order to permit a 400' pier. If you look in the attached 7h .1200
rules in section .1205 (c) Piers and docking facilities longer than 200 feet shall be permitted only if the proposed
length gives access to deeper water at a rate of at least one foot at each 100 foot increment of pier length longer
than 200 feet, or if the additional length is necessary to span some obstruction to navigation. Measurements to
determine pier and docking facility lengths shall be made from the waterward edge of any coastal wetland
vegetation, which borders the water body. What this means is from 200' to 300' you would need 1 foot of fall
and so forth. An example would be at 200 feet the water depth is 1 foot so at 300 feet it would need to be 2 foot
and so forth. These water depths would need to be shown on the drawings as well. If you would like to discuss

Atlanta and will not be in Carteret till after 5P April 29 through noon May 1. I do not yet have plans or a builder

I received the signed notification/waiver form from Geiges today. It is attached. I will forward Lessey when I receive it.
Once I do so, will that complete all my requirements and allow me to obtain a general permit? I would like to complete
the process prior to my arrival (May 27) if possible.

1 have notified my riparian neighbors via certified mail and do not expect objection to my dock construction project. I
will provide the signed notification forms to you when I receive them over the coming days.
In the interim, I provide you with the attached documentation pertaining to the design and construction of the dock at
my property. The dock will be substantially similar in length, size, design and construction to that of my neighbors'
(details below). Please let me know if there is anything further you require from me to allow me to obtain this general
permit. I hope to begin construction mid -May (there is very high full moon high tide @ —9P May 17 that would enable
the pile -barge to get on station).

Hello Dr. Ready,
My name is Heather Styron and I am the field rep. for the Morehead City/ HWY 24 area in Carteret County. It
is my understanding you are requesting help with the general permit process. I have attached all the required
forms as well as the rule which addresses piers under the general permit process. I have researched your
property thru aerial photography and it seems there shouldn't be a problem, however it must meet all of the
required criteria for the 7H .1200 pier rules. Every property is site specific so I would need to make a site visit
to document site conditions etc. As far as the process you will need to send the Adjacent Riparian Property
Owners Statement forms to your neighbor on the left and your neighbor on the right of your property as well as
a drawing showing the dock dimensions, platform dimensions, boatlift dimensions etc. Once you have obtained
their signatures then you would need to send these forms and drawing to me so I could conduct my site visit. I
have indentified thru the Carteret County Tax office, your adjacent neighbors to be Dorothy Lessey ( Mail
address- 223 Sea Trace Lane Newport, NC 28570) and Susan Lynn Geiges ( Mail Address- 209 Sea Trace Lane
Newport, NC 28570.
There are certain criteria that must be met in order to permit a 400' pier. If you look in the attached 7h .1200
rules in section .1205 (c) Piers and docking facilities longer than 200 feet shall be permitted only if the proposed
length gives access to deeper water at a rate of at least one foot at each 100 foot increment of pier length longer
than 200 feet, or if the additional length is necessary to span some obstruction to navigation. Measurements to
determine pier and docking facility lengths shall be made from the waterward edge of any coastal wetland
vegetation, which borders the water body. What this means is from 200' to 300' you would need 1 foot of fall
and so forth. An example would be at 200 feet the water depth is 1 foot so at 300 feet it would need to be 2 foot
and so forth. These water depths would need to be shown on the drawings as well. If you would like to discuss
