Pursuant to the requirements of Section 1600 — "General Permit far the Installation of Aerial
and Subaqueous Utility Lutes with Attendant Structures in Coastal TVetlands; Estuarine
Waters; Public Ti ist ff aters and Estuarine Shorelines," MA Engineering Consultants, Inc.
(MAEC), acting as an a agent for Piedmont Natural Gas Company, Inc. (PNG), is submitting
for your review and signature the attached Adjacent Riparian Properry Owner Statement and
a copy of an Agent Authorization Form which appoints MAEC to operate on behalf of PNG
in this matter.
PNG is planning an extension of a 4-inch plastic gas pipeline along the road shoulder of
Madame Moores Lane (SR 1142) in James City, NC. PNG plans to install a portion of thus
line underneath an unnamed tributary to Brice's Creek near the intersection of Madame
Moores Lane and Old Pollocksville Rd. (see attached drawing). The line will be installed by
horizontal directional boring methods and no impacts to or disturbance of the existing creek
is anticipated. A typical detail of the crossing depth has been attached for reference.
As part of the General Permit requirements, PNG must notify adjacent property owners of
the proposed installation and ask that they sign die attached form indicating they take no
exception to the proposed utility installation and return it tom using the attached self-
addressed envelope. We have identified one of the adjacent properties to this crossing as
Parcel Number 7-103-170 which lists you as the owner/s.
Attached for your reference is an exhibit noting the location of the proposed crossing and a
typical crossing profile indicating how the gas line will be installed underneath Scott's

We have received signed "Adjacent Riparian Property Owner Statements" back
from two of the three property owners we reached out to. According to
CAMA,
if no response is received within 10 days of receipt of the certified mail
delivery, then this is the same as the owner taking no exception. That
being said, the 10 day period ends tomorrow for the Cutler Property
(mailing
delivered on June 14th). I wanted to know if you are in a position for us
to schedule the on site meeting with the CAMA representative.
A $400 check made payable to NCDENR must be sent to NCDCM's office in
Morehead City (address below) prior to scheduling this site visit.

prepare a cover letter and typical HDD exhibit to go along with it. Once
we complete this effort, we will schedule a meeting with CAMA on site and
will ask that you have someone from your office present with the check.
