Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Sir or Madam,
On behalf of the Oriental Harbor Village Marina Association and the Oriental Harbor Village Marina
Board of Directors, we hereby grant Outerbanks Sailing and Cruising, LLC and Oriental Holding, LLC
permission to apply for a permit within the marina facility in order to construct the modifications to the
facility as outline in the following attachments:
1. Letter labeled "Attachment No. 1" dated April 25, 2012 from Outerbanks Sailing and Cruising,
LLC to Marina Association Members/Owners outlining their proposed modifications and
benefits.
2. Drawing labeled "Attachment No. 2" showing modifications to slips A-29, 30, 31, 32, 33, 34, 35,
36, 37 and 38.

• Addititm/installation of one pfling, every 20 feet along the outside of A Dock.
slips A-29 thru A-39. A total of 24 pilings.
• Piling height to be 7 feet from the A Dock dec.kingr to the top ofthe added
piling,
• Pilings to be consistent with the current pilings along the outside of this dock,
• CANIA and other needed permits to be at our expense; drawn in the HOA
name via the Board of Directors.
Benefits:
* All items listed above to be at the expense of (--)utcrbanks Sailing and
Cruising, LLC.
* Additional Piling will add protection to any and all boats wishing to iay-up
(dock) on the outside of A Dock.
* Additional pilings will further stabilize A Deck.
* Fnhancement of the current transient program offered by the Oriental I larbor
Marina.
* Erifwcerrient of potential Trawl Door Restaurant dock and dine program,
thereby increasing public visibility of the Oriental Harbor Marina as a whole,

Dianne and I are very pleased about the opportunity to improve our slip A-28 with taller pilings to accommodate safe
dockage for visiting boats.
As per our recent discussion, we would like to request permission from oriental Harbor Village Marina Association to
add sister pilings in 4 locations at slip A28 as indicated in the attached survey. The height of the pilings will be consistent
at b` from deck with the other taller pilings in the marina. in addition, I am requesting permission to include 4 outside
pilings which ould be within the legal limit of the property line. of course this would be subject to CAMA approval.
There are annual real estate taxes and monthly marina fees and with the current low failing configuration, the siip is
unusable for us. I am making this request to the Association to grant permission to Oriental Holdings, LAC to install the
additional piling and make this a safe and usable slip.

Subject: Modification to Oriental Harbor Marina Dock
Pat and Amy — I hope everyone is doing well and that the "new" Trawl Door is doing a good business. I
would imagine that it's a little like farming ... but instead of long days its long nights. The best of luck with
the business endeavor.
In regards to modifying the slip there at the marina, here are the steps that I discussed over the
telephone.
1) Get a letter from someone with the Dock Association that has the authority to speak on the
Association's behalf grantin you the right to apply for a permit within the marina facility.
2) Get a "letter of no objection" from the Town to the east and from DOT to the west saying they
have no objection to you installing tie pilings within the footprint of slip #28 (or whatever # it is
now assigned) as shown on the Atlantic Survey & Design, PA plat dated updated 1/18/07. 1 sent
you a Xerox copy a month or two ago. "No objection" forms are attached. Use the first one if
you can get them to sign off on it and the second one (which is sent certified mail) if you can't
get them to sign the form agreeing to the installation of the tie pilings.
3) After you get these letters, give Brad Connell a call at 808-2808 ext. 214 to schedule an
appointment for him to write the permit (GP .2000). The permit fee by check -- made payable
to NCDENR will be $200.00. The permit will be good for 120 days to have the work completed.
