DESCRIPTION AND/OR DRAWING OF PROPOSED DEVELOPMENT:

The Onslow Water and Sewer Authority (ONWASA) are in the process of designing and constructing a new wastewater treatment
facility located southeast of the Town of Richlands at the intersection of Gum Branch Road and Mills Field Road. Part of the work
includes directionally drilling two 14-inch high density polyethylene (HDPE) force mains underneath Cowhom Creek located on the
proposed ONWASA site. The directional drill will extend approximately 500 feet in length and to a depth of 20 feet below Cowhorn
Creek, and will not disturb the creek or surrounding area for several hundred feet on either side. Included with this letter is a sketch of
the location of the directional drilling and HDPE pipe location.
The North Carolina Division of Coastal Management (DCM) requires that adjacent property owners be notified of any disturbances in
areas classified as coastal wetland, estuarine water, public trust areas, and estuarine and public trust shoreline. The relevant
regulations are located in the North Carolina Administrative Code 15A NCAC 071-1.1600.
The directional drilling of the force main was selected for the project because of the negligible impact to the coastal waters, however,
the DCM permitting process provides for a comment period where adjacent property owners may voice any concerns with the
proposed construction. Concerns with the project may only concern the directional drilling and installation of two 14-inch force mains.
Per North Carolina Administrative Code 15A NCAC 071-1.1600 please provide any comments regarding the proposed development in
writing for consideration to the Division of Coastal Management permitting officials within ten days of receipt of notice. DCM staff will
review all comments and determine, based on their relevance to the potential impacts of the proposed project, if the project can be
approved without further inquiry.
