Easley, Governor Donna D. Moffitt, Director William G, Ross Jr., Secretary October 28, 2002 Nov0 Ms. G. Frelix 301 Dogwood Trail Elizabeth City, NC 27909 RE: Objections to the Issuance of General Permit to Install a Boathouse at 211 Dogwood Trail, Pinelakes Subdivision in Pasquotank County Dear Ms. Frelix: This letter is in reference to your correspondence received on October 25, 2002, objecting as an adjacent riparian property owner to a request from William Welton to construct a boathouse in the adjacent man-made canal. The boathouse will be placed in the approximate center of the shoreline, outside of the riparian corridors. Ed Harrell of the Division of Coastal Management staff was recently on site and reviewed the proposal and found it consistent with T15A, Section 07H .1200: General Permit for Construction of Piers; Docks; and Boat Houses in Estuarine and Public Trust Waters (enclosed). The Division of Coastal Management has given your objections careful consideration and has determined that the project, as proposed, is consistent with the appropriate rules and regulations and that all prerequisite requirements have been met. The Division issued General Permit #32447A on October 25, 2002, to William Welton (see enclosed permit). The placement of the boathouse will be in compliance with the Division's standards or Mr. Welton will be required to correct or remove the structure. If you wish to appeal this decision, you may file a request with the Director of the Division of Coastal Management, Department of Environment and Natural Resources within twenty (20) days of the permit decision. If you have any questions regarding this matter please do not hesitate to contact me in the Elizabeth City District Office at (252) 264-3901.
