This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

SUBJECT: Pipe replacement on River Rd (SR 1100), at Rockledge Rd (SR 2316), New Hanover
County 7
Dear Mr. Arrington:
Please find enclosed a CAMA General Permit Application for pipe replacement on River Rd west of the
intersection with Rockledge Rd. in New Hanover County. The existing pipe is a 30" x 45-ft reinforced
concrete pipe and will be replaced with two 60" X 50-ft aluminum corrugated metal pipes. A headwall will
be placed on both the upstream and downstream ends of the pipes to stabilize the shoulder. Replacement of
this pipe is necessary due to inadequate shoulder area and drainage at this site, creating a safety concern.
Furthermore, it is proposed to level, resurface and widen this road with 4 ft of paved shoulders to create a
bicycle lane in the near future. Pipe size was recommended in order to accommodate for the drainage area
and to allow for I ft of the pipe diameter to be set below normal bed elevation. The scope of the work will
impact 0.03 acres of waters and coastal wetlands associated with the Cape Fear River.
By copy of this letter we are also requesting authorization from the Army Corp of Engineers, Wilmington
