The scope of the project includes the removal of the existing three span 75.6 ft x 24.1-ft steel I beam supported reinforced concrete deck bridge with a three span 120 ft x 27 ft prestressed concrete core slab deck bridge. A off site detour has been chosen for this project. Changes in navigational clearance will be minimal. Furthermore, by increasing the bridge length by 44 ft and minimizing the placement of riprap around the end bent slopes will produce a larger area to accommodate for high flows and a potential area suitable for wildlife crossing. A field inspection and GIS survey has been conducted by this office for the subject project and a finding of "no effect" for T & E species, habitat and historical structures has been determined. The project will impact 50 linear feet of streams associated with Wet Ash Swamp, which is classified as C Sw by the Division of Water Quality. Stream impacts will be largely associated with the removal and installation of piles. By copy of this letter and application, the North Carolina Department of Transportation (NCDOT) also requests authorization by the North Carolina Division of Water Quality (NCDWQ), for the corresponding Section 401 Water Quality Certification, and by the Division of Coastal Management for a General Permit.
