This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian landowner(s) . The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available information and belief, certify that this project is consistent with the North Carolina Coastal Management Program. One of many environmental concerns in this area is the location of submersed rooted vascular plants (SRV's). As part of the planning, we want to locate these SRV's in order to avoid damage. Based on our success in mapping SRV's in the Buxton -Hatteras area in 2000, we would like to locate and map SRV's aerially, as we did then. This process provides high level photography at an accurate scale, which requires aerial targets. Because of the size and location of the target area, we will have to build 23 targets in Pamlico and Croatan Sounds. I have attached a plan of the panel structure (10'x10' treated lumber, 4' above normal water level) and a map showing the approximate location of each target (final locations will be subject to input from Marine Fisheries, as they were in 2000). Construction will be manual, with no large equipment involved. NCDOT would like your approval to begin construction in June, 2003. Because weather conditions must be almost perfect to accomplish our goal, we may need to leave these targets up for one year, so we request approval for a one-year duration, from June, 2003 until June, 2004. We will be pursuing a permit from the US Army Corps of engineers at the same time that you are reviewing our proposal. Please review our planned structure and locations, and let me know of any concerns you may have. If approved, please provide us with authorization to proceed.
